The Delaware Department of Education put out a bid contract for a vendor to come in and evaluate the DPAS II system. This measures the effectiveness of teachers in Delaware. The DOE and Secretary of Education Mark Murphy were not happy when 99% of educators in Delaware were rated “effective” or “highly effective”. I do believe this vendor will look to change that. Very interesting parts of this RFP show ahead of time this vendor is only to look at districts that have been known to be innovative in implementing certain practices.
