Should Charter School Board Members Be Allowed To Manipulate Their Board To Allow Themselves To Lead A School?

Stack the deck towards a power play and you often get what you want.  That is the case with Delaware Academy of Public Safety & Security.  Tomorrow night they will hold their monthly board meeting.  The rumor mill has it that Margie Lopez-Waite, the current President of their board, will resign as President and the board will vote her in as the Head of School.  With that will assuredly come some type of financial incentive for Margie’s undying loyalty to the school (insert sarcasm here).  Together with her salary at Las Americas ASPIRA, she will be making a pretty penny.  Oh yeah, Delaware state code dictates you can get your pension based on your three highest years of salary.  Something the soon to be departed Providence Creek Academy Head of School took full advantage of.

Here is the issue though.  From what I hear, Margie doesn’t spend enough time at her current school.  She has her trusted minions and followers who pretty much run the school.  By her cut throat first and answer questions later tactics yesterday, she is stacking the staff deck at DAPSS to do the same thing.  In essence, Margie Lopez-Waite is a power-hungry dictator who is completely running the school.  Unless there is a mutiny, the Delaware DOE will let it happen.  This is a classic power play on her part.  But she may have shown her cards too early.  I expect a huge crowd at their board meeting tomorrow night.  She pissed off a lot of people.  I would say I hope the Charter School Office at the Delaware DOE shows up, but their leader will be leaving them soon as she… wait for it… replaces Chuck Taylor at PCA.  Perhaps it is time Secretary of Education Dr. Susan Bunting actually took the reins on this and stopped Margie’s power trip and exposes it for what it really is.

Margie’s bloody coup is not new.  We’ve seen other “leaders” throughout history do the same thing.  We call them dictators.  Tyrants.  They don’t last in the annals of history.  Eventually the people rise up and take back the power.  This is my big issue with some of our Delaware charters.  They are run by folks who tend to answer to the ruler of the school, not the other way around.  Far too many of their board members, which are appointed, not elected, are meant to curry favor with said ruler.  While commenters on my article from last night come to the plate in defense of Margie, I have yet to hear those commenters say anything about the lives Margie destroyed yesterday.  About teachers and staff who came to work yesterday with a job and are now wondering how they will feed their families after June 30th.  Even though Margie promised more training for them through Colonial.

Margie will take full advantage of Colonial’s relationship with Relay Graduate School and get cheap teachers for DAPSS.  Relay is just another teacher-prep fast track program.  They bounce around like kangaroos in the Outback, but they are fiercely loyal to their leaders.  In other words, they are cheap puppets.  Be careful what you wish for.  You may get exactly what you want.  It helps to have friends from high school help you get what you want, doesn’t it Margie?

Delaware Education Funding: Teacher Salaries For District & Charters By Student

Teacher Salaries.  This is the bulk of the costs in education.  As it should be.  Teachers are the lifeblood of a child’s education.  The funding for teachers should always be the highest cost for any school, whether it is in a district school or a charter school.  With that being said, below are what our districts and charter schools pay for teachers.  But as with the article on overall spending, it is all in relation to how many students a district or charter has.  There are several opinions that can be drawn from these pictures, but as with all these articles, the percentage of high-needs students can play a huge factor, especially when it comes to special education.  But we can see, based on the numbers, that having too many new teachers may save money in the short-term but it doesn’t bode well for students.

With this article, we have the first charter schools to suffer from what I call BAP: Bad Accounting Practices.  Delaware Military Academy and Delaware College Prep are not included in this because it would be impossible to figure out their teacher salaries.  For the sole reason that they put ALL their salaries under a code of “General Salaries”.  There is no breakdown of teacher, principal, head of school, secretaries, and so forth.  I know their authorizer, Red Clay, has approached them about this with absolutely no change whatsoever.  And Del. Military Academy already had a run-in with the State Auditor a few years back over personal spending.  Del. College Prep had their charter revoked by the Red Clay board and closed at the end of June.

Before you react to the first picture, I would like to remind everyone that the number of students in each district is the biggest factor in all of this.  Some district and charter accounting gurus may look at these and think I have all my numbers wrong.  If they are looking at just the state code that falls under teacher salaries, most of them would be right.  But for the purposes of this article and to get a true understanding of how teachers are paid overall in our districts and charters, I added the following together to come up with the teacher salaries: teacher salaries, academic excellence (essentially a bonus for some teachers), what are known as Extra Pay for Extra Responsibility categories (Sports, Extra-Curricular, and Misc.), Visiting Teachers, and the three Related Services for special education that only about half the districts use for special education teachers (Basic, Intensive, and Complex).  There is absolutely no way to determine how many teachers are tenured or have more experience at each district or charter.  But these are straight-out salaries and do not include benefits or pensions.  That will come soon, but there is a specific reason why I am not including this with the regular salaries.  As well, based on this information, there is no way to calculate how many teachers are in each district or charter.

For the most part, district teacher salaries fall in line with how many students are in each district, with only some slight variances between a few districts, and nothing that put them more than one spot ahead or below another district.  Christina cut a lot of teachers after their referenda from FY2015 failed.  So their numbers could be higher next year since their referendum did pass this year and they restored most of the teaching positions.  Not every district has “academic excellence” bonus money they give to teachers.  A lot of these funds come from grants based on AP and advanced classes.  Districts that did not give any funds to teachers for “academic excellence” are Caesar Rodney, Colonial, Indian River, Laurel, Seaford, Woodbridge and Sussex Tech.  Brandywine and Appoquinimink led the pack with these bonuses, with $3.1 and $2.6 million given to teachers in each district.  Christina only had $784 in academic excellence, which leads me to believe something was either miscoded or carried over from the prior year.

With almost twice the amount of students as Odyssey, it would stand to reason that Newark Charter School would be number one on this graph.  We do see more variances among the charters for teacher spending than exists for the districts.  Charter school teachers in Delaware are not part of teacher unions so collective bargaining does not play a role in their salary negotiations.  What concerns me the most are Freire and Great Oaks which I will go into more detail a bit later.  All of the charter schools that just opened a little less than a year ago came in last for teacher salaries.  Newer charters tend to get less experienced teachers who are new to the profession.  This can cause severe growing pains for new charters.  In fact, out of the seven charters that opened in the past few years, all are in the bottom half when it comes to teacher salaries.

This is where the pictures change drastically.  New Castle County Vo-Tech takes the number one spot.  Followed by a district in Sussex County.  The top two districts for teacher spending overall, Red Clay and Christina, come in 6th and 8th on this based on the teacher salaries divided by the number of students in the district.  Once again, there is a very direct correlation between how vo-techs are funded and how much they are able to spend.  By not relying on referenda and worrying about local funding, they experience much more freedom than traditional school districts.  It must be nice to be a line item on the state budget!

With charters, we see a vast amount of difference between teacher salaries divided by the number of students in each school.  For schools that have been around for a long time, like Thomas Edison, Academy of Dover, and Family Foundations, they have very low teacher salaries per student.  Especially since they serve some high-need populations.  Either they are paying too little in teacher salaries, there is high turnover, or a combination of both.  On the flip side, how Prestige Academy has the highest teacher salary per student amount in the state, at $6,544 baffles me.  My guess, which will come up in future articles, is they are putting other salaries in with teacher salaries.  Another BAP at play.  Freire, at $1573 a student, and Great Oaks, at an incredibly low $1175 a student, is almost unbelievable.  Either they are miscoding salaries or they do not have enough certified teachers.  Are they utilizing programs like Teach For America and Relay Graduate School too much?  Those programs have very high turnover compared to regular teachers.  These are also high schools, which makes me worried about the post-graduate outcomes of these students.  And no, I don’t mean based on Smarter Balanced Assessment scores.  Not many charters give “academic excellence” funds to teachers.  Only Newark Charter School and Campus Community do this in larger amounts, while Positive Outcomes and Kuumba do this in very low amounts.

In this last graph, I took the teacher salaries divided by the student count for each charter or district and then divided that by the total per student count.  Sadly, the percentage of cost per student going towards teacher salaries appears to be 7% for Great Oaks.  I would say any charter or district below 25% is not good.  If at least a quarter of spending in schools isn’t going towards teachers, there are most likely some issues.  By the same token, if the amount is too high, like with the four charters at the top, something probably isn’t being coded right in the state accounting system.

Once again, I will reiterate that these amounts are based on expenditures by particular accounting codes during FY2016 for Delaware school districts and charter schools as reported by the state.  This information is put into the Delaware accounting system by each district or charter school.  In certain situations, I can only surmise what might be going on.  They are supposed to follow certain codes, but none of them do it by the book.  And with little or no oversight by our state, they get away with it.  I believe in local control, but there are certain things, in the name of transparency and best practices, that dictate a uniformity, and education spending is at the top of that list!

A group of Delaware teachers, in conjunction with a few Superintendents, principals, a high-ranking member of the Delaware PTA, the executive director of the State Board of Education and members of the Delaware Department of Education found a way to sneak in a future-changing regulation eight months ago with a group no one knew about and never had any notices of public meetings.  But all is not as it appears.  In doing so, they opened the gates to one of the most dangerous corporate education reformers out there.

Have you ever heard of the Delaware Department of Education Competency-Based Learning Guiding Coalition?  Me neither.  Until last night.  In doing a massive amount of research on the Leader In Me program in many of our Delaware schools (and there will be MUCH more on that coming), I found a very odd write-up on the Rodel Foundation of Delaware website.

In investigating a school in the Capital School District that is heavily promoting the snake-oil Leader In Me program, I came across the Rodel Teacher Council section of their website on a Google search.  And there it was, under Michele Johnson of Towne Point Elementary School in Capital School District.  I knew she was involved in the Leader In Me program, but what I didn’t know and had never heard of was the Delaware Department of Education’s Competency-Based Learning Guiding Coalition.  I’ve looked at every single section of the DOE website and never found anything about it.  So I went back to Google.  I found a link to a pdf from a State Board of Education work session on July 16th, 2015.

To give some more background, this was an important day in Delaware education.  It was the same day Delaware Governor Jack Markell vetoed House Bill 50.  The State Board holds their work sessions during the morning before their board meetings.  The State Board did have it on their agenda for this work session but try looking for anything else on this group and you will be hopelessly lost.  With most groups at the Delaware DOE, there is something listed somewhere.  But not with this one.  There was no notice of public meetings and no transparency whatsoever.    Why would there be?  This was a Rodel group from their hand-picked teacher council.  If you never believed Rodel was running education in Delaware, you will after reading the below document.  Every single thing I’ve been writing about on this blog for the past nine months: about competency-based education, personalized learning, pathways to prosperity, the “Dear Hillary” letter, it is all in this 10 page pdf in some form.

So this group recommended finding a way past these barriers to competency-based education in Delaware.  The pictures of the post-it notes show words like “urgency” and “barriers”.  They mention collective bargaining as a “system barrier”.  This Rodel Teacher Council sold their souls to Rodel when they joined this cabal.  In the above document there is an entity called Reinventing Schools.  I’ve heard of this company but this is the first time I ever saw them mentioned in Delaware.  But obviously Rodel has been working with them behind the scenes for many years.  To find out why, I highly suggest reading this article on the funded by the Gates Foundation organization led by Dr. Marzano.

I put a picture at the beginning of this article with the members of this Rodel created group.  While I’m not surprised by most of the names, one of them stood out: Yvonne Johnson.  As the face behind the Delaware PTA for many years, Johnson has been involved in many groups in one form or another.  I originally wrote, and have now changed in this article, is how Johnson was involved with this group.  I just spoke to Yvonne Johnson who was very upset about her supposed involvement with the Competency-Based Learning Guiding Coalition.  As Johnson told me, she was invited to a webinar on this and there was a meeting at Howard High School of Technology about it.  She said she does not support competency-based education and the other Delaware PTA member, Ashley Gray, told this group this was not for the Delaware PTA.  Obviously the Rodel machine presented this information to the State Board of Education, close to a year later, suggesting the full involvement of Delaware PTA.  But that is not the case.  It is just another example of our State Board of Education being duped by Rodel into passing regulations they really don’t have a clue about.

The biggest barrier to implementing competency-based education in Delaware was the graduation requirements.  They had to change existing state code to do that.  Lo and behold, they did exactly that.  But not without some old fashioned trickery.  At the August 20th State Board meeting, Regulation 505 was put up for discussion by the State Board.

In listening to the State Board audio recording for this meeting, notice how it is introduced as having nothing to do with competency-based education.  For a long time, they talk around it.  It isn’t until the President of the State Board, Dr. Teri Quinn Gray, seeks clarification on this regulation that anyone in that room would know what they were talking about.  As well, Tina Shockley with the DOE sped through describing the regulation very fast.  But when the conversation gets going, Michael Watson from the DOE responds to a question from Gray about struggling students.  He responds by saying  some students can reach mastery in 180 days but for other students it may take longer and that’s okay.  So is he suggesting some students will have to go to school longer?

At the September State Board meeting, when everyone was going nuts about opt out penalties in the Delaware School Success Framework/Regulation 103 fiasco, the State Board passed this regulation.  But I find it hysterical how all the language surrounding the DSCFY wasn’t even needed to begin with which I’m sure the DOE was well aware of.  In my opinion, they put it in the regulation to put the focus around that knowing it would be removed to get what they want.

So what does all this mean?

Here is the easiest way to break it down.  This isn’t a Delaware thing.  It is happening all over the country.  To put it in a nutshell, corporations took over public education.  This is a plan that has been in place for decades.  First they had to make it look like public schools were failing students.  This began in 1983 when the report called A Nation At Risk was released by the federal government.  This damning report on public education changed the perception of schools in America.  It also began the thirty-three year coordinated attack against teacher unions.  Ten years later, the country’s first charter schools came into being.  At the same time, Bill Clinton became the U.S. President.  His wife Hillary received a letter from Marc Tucker, who went on to be one of the chief architects of Achieve Inc. and the Common Core.

By the late 1990s, standardized testing with high-stakes was the law of the land in Delaware.  When Delaware launched the DSTP test, students did horrible on it.  Many students dropped out of school as testing mania took over the state.  Graduation rates dropped due to the requirement of proficiency on the horrible test.  In 2002, No Child Left Behind demanded all students in America become proficient on these high-stakes tests by 2014.  It was completely absurd and everyone knew it, but it was a stall tactic.  As Common Core came out in President Obama’s second year, Delaware switched to another test called DCAS.  While not as bad as DSTP, it was offered two to three times a year.  Race To The Top was in full swing along with all the ESEA Flexibility Waivers.  Charter schools were rising in popularity for the past decade and the teacher unions were under attack.  To get all of this going, the teacher unions had to be destroyed.  But they couldn’t bust the unions, just give them a slow and painful death.

Many teacher unions across the country caved in to the new corporate education reform suggestions.  They could have fought it, but it would have given an already rising bad perception of them an even worse one.  So with the help of school boards, the unions signed on to Race To The Top.  Even the state PTAs got sucked into the Common Core/Race To The Top vortex.  Common Core was the boss, teachers were the servants, and students were the true victims.  Then came the even newer high-stakes assessments tied to the Common Core.  Meanwhile, new education think tanks and non-profits emerged from nowhere to give more and more bad news about education and how to fix it.  In Delaware,  we call them the Rodel Foundation and the Vision Coalition.  They have been around for a long time, but they are one and the same and they are as venomous to public education as any of these other education fixit organizations.

So here we are now, in 2016.  Governor Markell finishes up next January and in comes John Carney.  Like the rushed implementation of Common Core, in the next few years we will see the “urgency” to incorporate full-time competency-based learning in our schools.  Our students will be on the computer all the time in this era of “personalized learning” while our teachers become glorified guides and facilitators.  As veteran teachers leave the profession in droves, we will see more duds like Teach For America and Relay Graduate School coming into our schools.  They won’t be union, and they will take over.  With their corporate driven brainwashing, we will see more “teacher-leaders” come into play via programs like “Leader In Me”.  But education is, and always has been, about the students.  What happens to them?  This is the kicker.

All of this, everything since the day A Nation At Risk was introduced 33 years ago, has been with this plan in mind.  It is all an elaborate tracking measure meant to keep down minority students, students with disabilities, and low-income students.  They will not do well in this.  We see this with the Smarter Balanced Assessment and the PARCC tests.  The resources and funding are there.  They have always been there.  But our states and government didn’t want to fix education.  They had to tear it down first and build it up again to one of their own design.  They don’t want anyone questioning their authority.  They want their worker bees to fall in line with their career pathways and shut up.  They had to beat down the teachers and numb the minds of children.  They do not care and have no remorse if anyone gets in their way.  Even the charter schools they so methodically built up were fodder for sacrifice if need be.  We saw this in Delaware as many charters closed and more sprung from the ashes.

What the corporate education reformers do is use the art of distraction to an astonishing degree.  They know those who oppose them can’t fight everything all at once so they get us to focus on certain things.  Take opt out for example.  While they know opt out kills everything they are planning, they also know it is the key to their future.  The once a year test will go away.  It will be broken down into little tiny chunks, embedded into the end-of-unit personalized learning chapter.  But a student must score proficient to be able to move on.  They must “master” the material.  But who writes the material?  Who grades the mini-assessments?  How long will a student be “held back” until they get it?  What happens when a student just gives up because they are so mentally frustrated?  How does IDEA and existing law fit in with any of this?  Does anyone care about these kind of things anymore?

Governor Markell and Dr. Paul Herdman, along with their key player at the Townsend Building in Dover, Donna Johnson, have been the masterminds behind all of this in Delaware.  Does anyone think it is a coincidence there have been very few task forces, working groups and committees with an actual State Board of Education member on it?  It is always Executive Director Donna Johnson.  Calling the shots.  Bossing people around as if she is the ultimate authority in education.  Manipulating the playing field to the agendas she controls.  She did it with WEIC, the priority schools, the Delaware School Success Framework, Common Core, opt out, and all the other destructive policies and regulations under her control.  We don’t have a State Board of Education.  We have Jack and Donna’s puppets.  Behind them is the face of Rodel: Dr. Paul Herdman.  The single-most, number one with a bullet, vessel of discrimination and evil I have ever met in my life.  The man behind the Delaware curtain.  The man who helped Jack into the Governor role.  The man who took over the Delaware Department of Education.  The man who directs it all in Delaware.  Who answers to his masters in bigger organizations like the Aspen Institute, Achieve Inc., the Lumina Foundation, and Reinventing Schools.  Behind them are the true power players in the guise of the US Department of Education, the US Department of Labor, Mark Zuckerberg, and the Gates Foundation.  And then there are the investors and hedge fund managers and corporations making billions of dollars off all of this.  For those living in other states who may not be familiar with many of these names, I’m sure if you look hard enough, you have your own puppet masters pulling the strings.

At this point, I don’t know if those who oppose this could stop any of this.  It is so embedded into policy and law.  All the states were required to have some type of career workforce plan based on the below federal document.  The future is now.  It is here.  This Leader In Me garbage that is sweeping our schools is the biggest example of this.  It goes beyond the classroom and invades the home.  It has children making the parents compliant to this nonsense.  Their “data walls” are one of the most disgusting and abhorrent acts of labeling, shaming, and discrimination I have ever seen in my life.  But far too many of our Delaware teachers think it is okay.  This is what happens when you are brainwashed to points beyond common sense.  When you are fed the same false garbage time and time again.  You begin to believe it.  You become the enemy before you even realize it.  When you once questioned all of this and you become a slave to the compliance machine.  I am not saying these teachers are bad or even evil.  They are misguided.  They have been fooled and once the Rodelian mindset becomes a part of your thinking, they have their hooks in you.  They mold and shape you into another one of their puppets or put your name out there to make it look like they have diverse “stakeholder input”.  It seems like people with the last name of Johnson are their favorites.  Charter schools, by their very nature, are ripe for takeover or creation by the Rodelian puppet masters.  And don’t think it ends with Jack Markell.

But too many of us were blinded by opt out, teacher evaluations, and charter schools to even notice.  All we hear about anymore on social media is Trump and Hillary.  It doesn’t matter who wins because all the pieces were put into play years ago.  They snuck it all in when those who should have seen it were distracted.  As our pre-schools and schools become community centers and human teaching becomes a thing of the past, what happens to the children of tomorrow?  Will we even need the school building in the future?  What happens when they become indoctrinated into the cults of compliance?  When they lose their spark?  As the more affluent families stay in power while the vast majority of the population perform all the low-paying jobs?  Who will rise from the ashes like a phoenix to turn it all around again twenty years from now?  Or fifty?  Many have predicted the machines would take over.  But what they failed to realize was the machines were children.  I saw this coming.  I knew it.  But I was looking in the wrong place.  And for that I apologize.  At some point, like everything in history, there will be a revolution.  Only we can decide when that is.

 

Breaking News: Lamont Browne Leaving EastSide Charter & Family Foundations Academy

The Delaware exodus continues.  Next up: Dr. Lamont Browne, the Executive Director of EastSide Charter School and Family Foundations Academy.  Browne will leave his mini charter empire on June 30th.  This hasn’t been officially announced, but it will be tomorrow night at their board meeting.  The word on the street has him going to Relay Graduate School’s Colorado program in Denver.

Browne joined EastSide Charter School in 2011 after a couple of years as a Principal in Philadelphia.  His goal was to turnaround the struggling charter school.  After a few years under Browne’s leadership, EastSide showed major gains on the former Delaware state assessment, DCAS.  As honors and kudos came to him from Governor Markell and the State Board of Education, the board of EastSide took over Family Foundations Academy after major financial fraud by the two school leaders.  Browne became the Executive Director of Delaware Charter Schools: EastSide & Family Foundations Academy.  For all the growth the students at EastSide had on DCAS, the school did horrible on the Smarter Balanced Assessment last year.  While this was consistent throughout the state, it was surprising to see EastSide near the bottom of the list for Delaware charter schools.

Many viewed Browne as a miracle worker with the growth students experienced at EastSide.  As a former member of the Teach For America Corps, Browne used many TFAers at EastSide.  But the school also experienced a lot of turnover with students so it was hard to pinpoint the exact growth at a consistent level.  For the Common Core standardized testing cheerleaders in Delaware, Browne became the poster leader for school growth in Delaware.  In March 2015, Browne was one of the five participants in the Imagine Delaware Forum.  He also served on the leadership council of the Vision Coalition, the offshoot of the Rodel Foundation.

The timing of Browne’s departure for the Colorado relay program matches with the timetable for Relay going into full operation mode in Denver this summer.  Relay Graduate School, similar to Teach For America, has what many view as very controversial teacher and leader preparation programs.  The corporate education reform movement loves them both.  Browne is a huge believer in teacher leaders elevating to principal roles in Delaware schools.

Obviously, there is no word on who will take over Browne’s title.  Many of the principals at the two charter schools he oversees are new principals with very little experience.  The next few months will be interesting to watch.  Especially when something happens on Moore and Brewington, the former Family Foundations leaders…

Kuumba Academy Blasts State Auditor Over Findings From Investigation

A few months ago, the Delaware Auditor of Accounts found some red flags with Kuumba Academy in regards to misuse of financial funds with their overpayments to their Head of School, Assistant Head of School, and their Custodian.  There wasn’t much that came of it, but upon looking at Kuumba’s October board minutes, I found a very interesting section dealing with this audit.

Raye Jones Avery is the Vice-President of Governance for the board, Sally Maldonado is the Head of School, and Ken Brown is the Vice-President of Facilities for the board.  What is so suspicious about the “timing and tone of the report”?  Given the splurges at Family Foundations Academy and Academy of Dover, it would stand to reason the State Auditor would want to look at charter school spending of procurement cards.  I’m not sure what the DSCN is, but I am assuming it was a misspelling of the Delaware Charter Schools Network based on a Google search and seeing several others misspell this abbreviation.  This non-profit vehemently opposed Delaware State Rep. Kim Williams charter school audit legislation, House Bill 186.  As well, even if the findings were “out of scope”, of course the auditor’s office is going to do a “scope” around the school’s finances given what has gone on at several Delaware charters.  I love the arrogance of some of these charter leaders and board members.  They will do anything to escape accountability!  They make it seem like this was all some witch hunt.  The Auditor’s office found something, and it wasn’t good.  Instead of taking your lumps, especially the Head of School who seems to have escaped unscathed from all this, they sit around at a board meeting talking about it.  In sharp contrast to this was Providence Creek Academy, who proactively found an issue, reported it to the Auditor’s office, and fixed the problem so it wouldn’t happen again!

And I apologize if I am going “out of scope” on this article, but I couldn’t help but notice the Teach For America and Relay Graduate School love going on at this school in the very same board minutes…

I have to say it is very sad when I see a school debating which teachers are better, TFA or Relay.  I will just leave it at that…

Two New Teacher Regulations Up For State Board Of Education Meeting On 10/15

The Delaware State Board of Education sure does love their state regulations!  Here are two more  brought forward by the Delaware Professional Standards Board.  The first deals with Graduate Level Salary Increments and the second tackles Emergency Certificates for teachers.  I went through both and looked for some key wording in the proposed changes.  I have some areas of concern.  Where things are crossed out that is old parts they are looking to get rid of.  Underlined sections are the proposed changes.  Once again, both of these regulations would give the Department of Education more power in certain matters.

The second one has some very interest language in it concerning alternate routes to certification (Teach For America, Relay Graduate School).  While neither of these two companies are mentioned, it is certainly implied this is what they are talking about.

However, the Department may issue an Emergency Certificate to an employed educator enrolled in an approved alternative routes for teacher licensure and certification program even if the employing authority fails to meet the 60-day request deadline.

I would suggest teachers read these documents to see what it could mean for them.  I will fully admit I am not an expert on these matters, but does this open the door for more Teach For America and Relay Graduate School in Delaware schools? Let me know!

These words were said in an email memo at the Delaware DOE about Relay Graduate School of Education’s introduction to Delaware.  Read the below, and go to the part about Relay.  And by all means, read the other stuff as well.  More intriguing stuff in there as well!  You know an email is going to reveal something when it starts off with “not to be shared”…

Who Is The “Delaware Dean” & Why This Is Trouble

Last week, in my Rodel/Markell story, I referenced a contract Relay Graduate School has with the Delaware Department of Education.  In the actual contract bid document, it references a “Delaware Dean”.  Who is this individual?  Thanks to Mr. Mike Matthews for finding out the answer from the DOE.  The Delaware Dean is Christine Rowland.  She is in charge of the whole project.  I wonder how much she will learn about Delaware before she says something in public as brilliant as the DOE’s Accountability guru did at their September board meeting.

As per the contract, Relay Graduate School is getting $505,000 over three years to have their teachers invade our schools.  Ms. Rowland sounds like she has been working for all the right companies…if you are a big fan of the education reform movement.  When I see Kipp, I see the death of public schools in Philadelphia.  When I see Teach For America, I see lots of Race To The Top money going to the Rodel seeded organization that puts sub par teachers in our schools.  When I see Relay Graduate School, I see the Delaware DOE scraping the bottom of education to further their agenda.  If my kid got a Relay teacher, I would demand a change.  Beware parents, beware!
