For those just now tuning in to the Family Foundations Academy story based on the Delaware Auditor of Accounts investigation released yesterday, I put together a chronological timeline of everything FFA related.  While the News Journal claims to be “following this story since January”, after their forensic audit was publicly released, myself, Avi Wolfman-Arent with WHYY/Newsworks and Kilroy’s Delaware were hammering this story out well before them.  Everything you need to know about the FFA story is in here, along with aspects not even touched on by the State Auditor’s inspection.  Kilroy first broke the news about stuff going on there!

East Side Charter School Rakes In The Bucks In Private Donations

We hear it all the time from the pro-choice charter crowd.  “We don’t get the funding traditional schools get.”  “It’s not fair.”  Wah Wah Wah!  Traditional schools don’t get over a million dollars in contributions through foundations.  They get taxpayer money just like charters do.  And look at all the names on here!  Some of these are very familiar names in the corporate education reform movement here in Delaware!

Compare this to the priority schools in Wilmington.  They have been cash poor for years from tax cuts back in 2009 that were never restored.  It’s easy to have lower proficiency gaps when you rake in the funding which allows for more resources.  And now that you have your hooks in Family Foundations Academy, I’m sure you will be asking for more this year!

 

Big Question Raised Regarding East Side Charter & Family Foundations Academy “Arrangement”

If East Side Charter School had no board meeting in December, and their January board meeting didn’t occur until January 28th, how in the world did their board approve the loaning out of four board members, their head of school, funds, and teachers to Family Foundations Academy?  Why has nobody else even brought up this question?  By the time the State Board of Education and Delaware Secretary of Education Mark Murphy decided on the fate of FFA, the East Side board took over the FFA board and had their arrangement in place, with Dr. Lamont Browne serving as Executive Director of both schools.  But if the Board never voted on it, who made the decision?

Charles McDowell is the Board President of East Side Charter.  He is now the Board President of Family Foundations Academy.  He is also on the board of Early College High School in Dover.  That’s three charter boards he sits on.  Is he the one calling the shots?  If you read the last Early College High School board minutes (November 2014), it seems like he is in charge even though he isn’t the board president.

While the East Side/FFA arrangement is unprecedented in Delaware, I would think the East Side Board would have to approve a reallocation of funds of that magnitude and what amounts to a loan.  But that is nowhere to be found.  And how did the East Side board members take over?  Was there a quorum of the old FFA members?  Did they vote to add the new members and then resign?  Don’t new board members have to wait a month to vote on new items?  Hmm, more than meets the eye here.  And lest we forget, Kendall Massett at the Delaware Charter Schools Network set up this deal…

Say What? Sean Moore and Dr. Brewington Want Their Jobs Back at Family Foundations Academy

In the initial formal review report for Family Foundations Academy, there was a brief notation on the former heads of school, Sean Moore and Dr. Tennell Brewington.  Despite allegations of fraud and embezzlement, as well as a report sent to the Attorney General’s office, they have appealed to get their jobs back.  Yes, you heard that right.  I’m sure it will happen, as sure as I am that Republicans will win every seat in the House and Senate in Delaware in the next election!

There are many very interesting tidbits to read in this report, but two notable absences not mentioned in the report are Monique Dolcy from FFA and Charter School Accountability Committee member Chuck Taylor.

 

East Side Charter & NYC Success Academy Benefit Immensely From Attrition & Proficiency Scores

On Diane Ravitch’s blog, she wrote an article today based on an editorial in the Wall Street Journal about the attrition rate at the Success Academy in Harlem.  The editorial, by Michael Mulgrew, the President of the United Federation of Teachers in NYC, pointed out Success Academy 13 in Harlem has very high attrition rates and high-needs children frequently leave the school.  This puts the school at an advantage in terms of proficiency scores on standardized testing.

Two months ago, Nelia Dolan pointed out that in one year, East Side Charter in Wilmington had 62 children in one grade, and their scores were lower on DCAS.  The scores dramatically improved the next two years, however that same group of kids was reduced to 29.  This illusion of improvement plays out constantly in Delaware and across America.  Success is only as great as the true story, and the story by Mulgrew gives some startling facts:

“While Ms. Moskowitz cites a recent report from the city’s Independent Budget Office about student attrition in charters, she neglects to mention an earlier IBO report that found that it is the less successful students who tend to leave New York City charters. And as Princess Lyles and Dan Clark note “Keeping Precious Charter-School Seats Filled,” op-ed, Feb. 3), failure to fill these seats allows a school to maintain “the illusion of success,” as the percentage of proficient students rises.”

As Governor Markell continues to compare the six priority schools in Wilmington to East Side Charter and Booker T. Washington Elementary School in Dover, he forgets these types of facts.  Booker T., I recently found out, also holds the district’s gifted and talented program for elementary schools in the district.

As I saw in the Family Foundations Academy Update Report submitted to the Delaware Department of Education for their formal review, four charter schools in Delaware are part of a consortium called the Delaware Charter Collaborative.  Because East Side, Prestige, Kuumba and Thomas Edison are so special, they get to skip the DPAS II and form their own teacher evaluation program.  And it looks like Family Foundations Academy will join the cabal since East Side took them over in a “consultation” agreement.  Can anyone tell me what makes the teachers in these schools so special?  First one to answer gets the Sunday No-Prize!  Check out the rubric below:
