The Delaware Joint Finance Committee did the unthinkable.  Every year since 2010, the Charter School Transportation Slush Fund has been a part of the epilogue language in the budget bill.  This is where Delaware charter schools get to keep whatever they don’t spend in their budgeted transportation amount.  As an example, if M. Smith Charter School budgets $200,000 for transportation and they only spend $150,000, they get to keep the rest of that money the state gave them.  School districts aren’t allowed to do this.

But now the JFC actually wrote a bill into the Epilogue Language of the FY2019 budget bill, Senate Bill 235.  In past years, it was just part of the budget bill but now they are inserting what should be a separate bill into the budget bill.  In other words, if you don’t vote yes for the budget bill, you are a traitor to all Delawareans.  So pass our charter school boon or risk being lambasted by the Democrat leadership.  This is what they are actually seeking to amend in the budget bill:

  1. b) Notwithstanding subsection a), a charter school may negotiate a contract (multi-year, if desired) for contractor payment for school transportation up to the maximum rate of 70% or the charter school may publicly bid the transportation routes. If the actual negotiated or bid costs are lower than the maximum rate, the charter school may keep the difference to provide services to low-income and/or English-Language Learners. If the charter school includes a fuel adjustment contract provision, the charter school shall be responsible for increased payments to the contractor or it may keep funds taken back from the contractor.

Anyone who follows end of June politics in Delaware knows that State Rep. John Kowalko fights this every single year.  This year is no exception but he is even more offended about them actually putting a bill in a bill.  He has his amendment ready to go:

AMEND Senate Bill No. 235 on page 233 by deleting “If the actual negotiated or bid costs are lower than the maximum rate, the charter school may keep the difference to provide services to low-income and/or English-Language Learners.

SYNOPSIS

This amendment to the budget bill removes a proposed addition to the Delaware Code contained in the epilogue language that would permanently allow charter schools to “keep the difference” for transportation funding that is not used to fund transportation costs.

The proposed addition to the Delaware Code would contradict the requirement in 14 Del. C. § 508(a) that the State reimburse charter schools only for actual transportation costs, which is also required for all other public schools pursuant to the Delaware Administrative Code.

Will the Delaware General Assembly finally stop this nonsense?  Who is pushing this besides the Delaware Charter Schools Network?  Could it be a departing co-chair of the Delaware JFC who pretty much had to resign so she could get her kid into Newark Charter School despite the improbability of getting in through their lottery and the HUGE waiting list?

Kim Williams Reports Delaware JFC Put Funding For K-3 Basic Special Education In The Budget!!!!

Finally!  One of the first things I pushed for on this blog almost four years ago was the funding for students designated as basic special education in Kindergarten to 3rd Grade.  Delaware State Rep. Kim Williams just put the following on her Facebook page:

I am so thankful that the Joint Finance Committee voted to include funding for K-3 basic special education services in the budget. This funding will support necessary services that will help students close learning gaps and move forward to have bright futures.

This has been a true collaborative effort with my colleagues, especially Rep. Smith and Sen. Nicole Poore, my prime Senate sponsor, and I truly appreciate their leadership. These services will become a reality thanks to the advocacy of Delaware State Education Association, parents throughout the state and the many advocates coming together to support our youngest learners. Our children deserve our best efforts to help them learn and succeed through life.

Amen Kim!  As I’ve always said, many kids develop their disabilities in these grades.  Even though schools are obligated by Federal law to provide special education no matter what grade they are in, this obstacle to the funding schools would get sometimes led to students not getting the services they deserve.  In some cases, schools would deny an IEP creating a toxic relationship with parents.  Kim has worked hard for this ever since I met her all those years ago.  She is the best education legislator in the state and she will ALWAYS have my support.

We don’t agree 100% of the time, but I will take those rare times any day because what she has done for Delaware education is nothing short of astounding!  A big thank you to DSEA, Senator Nicole Poore, Rep. Melanie Smith, Delaware PTA, and all the parents who pushed for this as well!

The Delaware Joint Finance Committee put the funding in the budget today.  Of course, the Delaware General Assembly has to approve the budget as a whole by June 30th, but I am confident they will do the right thing with this.  Delaware’s projected surplus for FY2019 went up yesterday as the Delaware Economic Forecast Advisory Committee added $80 million to the surplus.

Updated, 5:32pm: The amount budgeted for the Basic Special Education for students in K-3 is $2.9 million. As well, $3.6 million went in for Reading Specialists for students in Kindergarten to 4th grade. It also looks like $2 million that was cut in last year’s FY2018 budget will be restored for school transportation.

Kowalko Blasts Carney, Bunting, & Several Christina Legislators

Last Thursday, Delaware Governor John Carney held yet another secret meeting.  This one was with Secretary of Education Dr. Susan Bunting and several legislators whose districts are a part of the Christina School District.  Those legislators were Senators David Sokola and Bryan Townsend and Reps Earl Jaques, Ed Osienski, Joe Miro, Mike Ramone, Melanie Smith, and John Kowalko.  The subject: those damn test scores for Christina!

Carney was pulling the usual “why are Christina’s reading and math scores so low?”  If I were a déjà vu kind of guy, I would say it is the same record spun by Governor Markell and former Secretary of Education Mark Murphy.  Sokola talked about capacity and too much of it in Christina.  Ramone talked about how the state has closed failing charter schools and why not public schools.  Jaques talked about how we need to fill schools with psychiatrists and psychologists while not realizing budget cuts have affected the ability to properly staff schools with educators and resources before we even need to get to that point.  Miro talked about… who knows!  But Kowalko talked about the funding cuts that have already happened that is causing the suffering of poverty students in Christina.  He suggested Christina consolidates two of their high schools and actually build a Wilmington high school for Wilmington students so they aren’t bussed all over Christina School District.

Governor Carney is proving to be more of a Jack Markell wannabe than I ever thought he could be.  I agree with Kowalko.  When Markell cut the reading specialists Governor Ruth Ann Minner created years ago, the problems in Christina got bigger.  When Markell began his dance with corporations to “fix” education it got worse.  Now we’ve had three years of Smarter Balanced and, as predicted, the scores suck.  They suck bad.  No one in power ever stops to think the test is the problem.  No, we must get new leaders in our schools.  We have to fix poverty in the schools.  How about creating real jobs, for real people?  Not these new start-up tech companies Carney gets excited about.  Cause they aren’t going to fix poverty.  They are only going to further the divide between the haves and the have nots.

Kowalko told me the only legislator who made any sense was Senator Townsend.  The rest, he felt, were playing the same skipped record on Delaware education particularly in Christina.  And Secretary Bunting… I don’t know where your head is at these days.  You’ve been drinking far too much of the Rodel Kool-Aid lately.  Taking money away from districts (see recent articles about match tax) and just giving it away to the charters is not a solution.  For someone who came from a large district with financial issues, you sure do seem to be forgetting what is truly needed in education.  Who is advising these people?  How many other secret meetings are going on?  Thank God we have legislators like Kowalko who value transparency above all else.

Rep. Melanie Smith is one of the true catalysts, along with other charter-loving legislators, who don’t care about Christina.  They care about the charters they want their kids and grandchildren to go to.  And a few of them who have relatives that teach at charter schools.  The jig is up.  You aren’t fooling any of us with your grand posturing and false bravado.  Smith, Jaques, Sokola, Ramone, Miro… enough already.  The charter lobbyists don’t need to shove anything up your ass.  You do it gladly all on your own.

We have a Secretary and Governor who allow situations like the train wreck that is Providence Creek Academy’s administration and the continuing de facto segregation factory called Newark Charter School.  You want to put your money where your mouths are?  Don’t let the charters bitch for one iota of a second about match tax and all their other funding whining when they get to keep their damn transportation slush fund.  It is a disgrace.  Democrat or Republican, it doesn’t matter.  Most of you support it as evidenced by your budget vote every single damn year.  The ones that say no to that… those are the ones I respect down at Legislative Hall.  The rest of you are phoneys pretending to be lawmakers.  Allowing charters to suck at the public teat while cutting funds from districts.  And Bunting… perhaps the biggest traitor of them all allowing this to continue.  I thought coming from a district you were going to be the watcher on the wall against this crap.  But you have proven to be just like the other Governor mouthpieces for education.

I missed it.  I got in my car and drove to Legislative Hall once the Grant-In-Aid bill was introduced and went to committee around 11pm last night.  I arrived at Legislative Hall as the Capital police officer, the same one I see every single time I go there, told me it was over.  He also said “They aren’t happy.”  I went in anyways and got the scoop from Reps. John Kowalko and Andria Bennett.

Unbelievable.  So much for “shared sacrifice”.  Why are Delaware charter schools keeping their Transportation Slush Fund?  Are you kidding me with this?  According to commenter Connie over at Delaware Liberal, it is still in there.

Also- epilogue language- the transportation fund for Charters– STILL THERE!  Also- $7 million for Charters. All this while forcing districts to use the match tax.

I really shouldn’t be surprised.  In these days of financial doom and gloom should I even be shocked that charter schools are not asked to sacrifice their golden goose?  They are essentially allowed to do whatever they want with that money as long as it fits in the box of educational purposes.  Which means they can’t go out and get a foot massage with the money.  One of Senator David Sokola’s biggest arguments about the five mile radius bill being removed but not giving a preference for Christina’s Wilmington students was the cost of transportation to his beloved Newark Charter School.

I am NOT against charter schools.  I am against bullshit like this.  And as long as we have sycophants like Rep. Melanie Smith who wants HER daughter to go to Newark Charter School, she will do the charter school’s bidding.  If that isn’t a conflict of interest, I don’t know what is.  But Governor Carney DOES NOT CARE.  The majority of our legislators DO NOT CARE.  They don’t care if the elderly have less than they have now as long as charters get what they want.  I don’t blame the charter schools themselves.  I blame the policy-makers who do this.  If someone gave me what is essentially free money and I were in the charters’ position, I doubt I would object.

I expect one hell of a battle tomorrow night at Legislative Hall.  Meanwhile, in response to the Republicans resolution to continue funding the state if the budget doesn’t pass, State Rep. Sean Lynn introduced House Bill 290 today with sponsors including Pete Schwartzkopf, Valerie Longhurst, and John Viola.  Kicking the can down the road, Delaware style.

Delaware citizens deserve better than this.  We have known about this huge budget deficit for months.  Why are they waiting until the last minute to get it done?  I am losing faith in the left and the right.  And the budget hasn’t even been released because they are STILL writing it.  If only Sean Goward had been elected Governor…

 

House Bill #10 Would Make Recess Mandatory In Delaware Public Schools For Students In K-8

Sometimes a State Representative surprises me.  Today, Delaware State Representative Melanie Smith filed House Bill #10, which would change recess requirements in the State of Delaware for public schools.  Bring the play back to schools!

This Act entitles all students from kindergarten through the 8th grade who are enrolled in a Delaware public school to morning and afternoon recess periods and a lunch period that is at least 30 minutes in length. Morning and afternoon break periods must be at least 10 minutes in length each. Under this Act, students are entitled to morning and afternoon breaks and a lunch period only on a full day of school.                    

Can I get an Amen?  Before everyone starts with the “this should be a local decision”, I feel some bills should make every school district be uniform with certain things in education.  This is one of them.  Let’s get real.  This bill would not come about if our districts and charters were doing this already.  Many of them are, but not all of them.  And not enough.  Children need to play, especially during school.  I wish those recess requirements were longer, but it is a start.  We need to be emulating countries like Finland where recess is just as important as Language Arts or Math.  They also have shorter school days there and are considered to be one of the best countries in the world for education.

The Chair of the House Education Committee announced today there will be one more House Education Committee meeting on Tuesday, June 27th and this bill will be heard in that committee.  I am very happy to see some sanity coming back to public education.  I will take the small steps while they come.  Thank you for this bill Rep. Smith!  I would like it if you could attend the House Education Committee meetings though!

As JFC Sacrifices The Sick, The Children, and The Poor, General Assembly Leadership Drops The Ball

I am getting very sick of the political games in Dover.  Very sick.  We have the Joint Finance Committee cutting programs left and right, with House and Senate leadership on both sides of the aisle continuing to bicker over raising taxes or having more cuts.  We elect these people to do what is right for Delaware, not to kick the can until the next election.  They continue to use the most vulnerable citizens of Delaware in their political football games: the students, those who are sick or rely on state assistance, and those who live in poverty.  Enough.

In a Delaware State news article, JFC Co-Chair Melanie Smith brags about needing only $60 million in “soft cuts” while Speaker of the House Pete Schwartzkopf says further cuts would be “drastic“.  Do these two even talk to each other?  They are in the same damn party.  Meanwhile, we have Senator Greg Lavelle preaching from his pulpit wanting the state to have even more cuts.  But both sides are not giving serious thought to State Rep. John Kowalko’s bills which would raise taxes on the wealthy of Delaware.  Hell, they spit in our faces in the House by passing the very ridiculous estate tax appeal last month.

Delaware Republicans, let’s get one thing straight: prevailing wage will NEVER happen as long as the Democrats hold power in the House and Senate.  It is a pipe dream.  Delaware Democrats, the Republicans will NEVER allow you to raise taxes on the wealthy.  Delaware citizens, we are screwed.

I believe they are making these “drastic” cuts in the JFC to cut to the heart of Delaware.  By going after the most vulnerable of Delaware citizens, they are hoping the legislators will cave and come up with some sort of short-term compromise to fix the budget.  Governor Markell left the station, but not without spending our way to prosperity.  But guess what, the bill came in for that spending and we have treated the state wallet like an ATM without any limits.

In Delaware, we have this insane tendency to vote the SAME people into office every election.  While there are some very good State Reps and Senators filling the halls in Dover, I fear we have reached a stalemate in Dover.  For far too many of our legislators it is about one thing: holding on to power and the next election.  The Delaware Way has become a steaming pile of horse manure.

Governor Carney and his office have shown no sign of getting rid of this stink in Delaware.  My recent FOIA complaint against Carney’s office over the Family Services Cabinet Council generated a response from his office.  Because the Attorney General’s office is still working on the legal opinion for this, all I can say is the response is one of the most insulting things I’ve read in my entire life.  It reeks of corruption and deals made behind closed doors.  The solution, which is Carney’s way of saying “Don’t mess with me Ohlandt, cause I will do what I want no matter what” screams of the very thing I have grown to expect in Delaware.  It evaporates hope and replaces it with a bad taste that no mouthwash could replace.  I can’t wait until this legal opinion comes out to the public so they can see firsthand what I am talking about.

Our children, poor, and sick should not be held hostage because these lawmakers think they can do what they want.  In the State News article, Matt Bittle discussed the decision by the JFC to hold off on meeting until later in June.  Bittle writes:

The move, an atypical one, minimizes public backlash and concern in response to spending reductions and gives the caucuses more time to come to an agreement on tax increases.

I disagree with this.  The public backlash is just beginning.  I see more discussion about what is going on with the budget this year than I’ve seen in years.  The very ugly move by the JFC yesterday on not allowing the cut sheets from yesterday to be released to the media or the public is the shadiest thing I’ve seen in my entire time blogging.  In response to cuts already made, I’m sure their phones and emails were lighting up like a Christmas tree.  Get over it.  It is your job to listen to your constituents, not to stifle their voices.  When you play games with people, don’t get upset when they voice their concerns over it.  Last I heard, freedom of speech was still a real thing.  Last I heard, we elected you to balance the budget, not to keep it from us.

Because of loop holes in state code, there are no-brainer ways to raise revenue in this state that are impossible because of budget allocations.  We could raise the gas tax but that would only go towards the transportation fund.  How about shifting that in state code so it would go to the general fund?  I would support a ten cent raise in the gas tax if it would dig us out of this mess that the General Assembly created in the first place.  It is things like that which make it impossible for me to give the General Assembly more than a shrug when this time of year comes around.  They need to think outside of their very small boxes and get creative.  Because I am sure they will get the same salary, benefits, and pensions.  Meanwhile, I know I am going to have to pay more for getting less in Delaware as will every single citizen in this state.  Except some of those really rich people who will bully legislators into making sure their shared sacrifice is palatable to their over-stuffed bank accounts.

I believe in Delaware.  I believe in the people of Delaware.  I don’t believe in our very corrupt state government who throws away their conscience in favor of lobbyists and back-door deals.  I don’t care if you are Democrat or Republican.  The very second you replace a moral with some incentive, you have failed in your duty as an elected official.  That isn’t integrity.  It isn’t honesty.  It is the Delaware Way.

Tonight, I witnessed the death of a dream.  That our Delaware House of Representatives would finally do the right thing for our children.  Delaware State Representative John Kowalko brought back House Bill 50 tonight, the Delaware opt out bill that overwhelmingly passed the Delaware House and Senate a year ago.  Delaware Governor Jack Markell vetoed the bill less than a month later.  The last time the House considered this bill was for an override of the Governor’s veto on January 14th.  Kowalko received bad information from the House Attorney on how to present a veto override.  He was told he had to have a suspension of rules prior to a vote on the reconsideration.  I can’t speak to the lack of knowledge or the reason this attorney gave bad advice to Kowalko.  I do know House Attorney’s are not employed by the State, but retained from law firms.  But Kowalko found out it was not necessary with carefully vetted research into veto override attempts in Delaware.  He brought up what is known as a Parliamentary Inquiry to the House tonight.  Had he been able to explain how the legal advice given to him by someone who is supposed to know House Rules and Mason’s Manual of Legislative Procedure in the event a situation is not covered by House Rules, the House would have understood what he was doing.  The Delaware House could have voted on the reconsideration of the Governor’s veto back in January without a suspension of rules.

Instead, what we got was Val Longhurst and Speaker Pete Schwartzkopf turning it into a power play and putting forth a point of order motion.  It was a trap, probably planned ahead of time since Kowalko told the House Attorney he would be requesting the Parliamentary Inquiry.  He had a representative lined up to second the motion for the Parliamentary Inquiry.  As Kowalko brought it up, Longhurst interrupted Kowalko while he was speaking and stated House Bill 50 was not on the agenda.  Kowalko knew this and stated he was talking about a Parliamentary Inquiry.  Schwartzkopf said Kowalko was out of order even requesting a Parliamentary Inquiry, which Kowalko challenged.  Kowalko appealed Schwartzkopf’s point of order.  Val Longhurst seconded it, said “Oh shit” (nice conduct of an elected official during a legislative session) and then retracted her second as the floor of the General Assembly burst into laughter as Schwartzkopf said “Jiminy Christmas” and said the motion was dead.  Gavel went down, case closed.  But is it?  By denying an elected official the ability to request a parliamentary inquiry under the guise of a point of order given while the elected official was speaking which had nothing to do with the matter at hand could be ruled as illegal.

Once again, we have Democrat leadership in the House who don’t know the policies of the floor they are supposed to govern.  They have committed themselves to a lame-duck governor at the expense of our high-stakes tested children.  There are good legislators in Legislative Hall, but the vast majority are in it for themselves and don’t know what they are doing except how to put forth legislation from corporate lobbyists or to further their own careers.

Prior to Kowalko’s motion, the House had just voted on a very emotional budget bill.  It passed, but eight voted no.  Some voted no who have voted before, but State Reps. Stephanie Bolden and Charles Potter voted no due to the lack of funding for the WEIC redistricting plan and the Senate’s refusal to move forward with the legislation.  Even State Rep. Miro, who voted yes on the budget, gave a well-intentioned speech about how the state is not doing well economically and it will be worse next year.  Kowalko objected to the budget after he filed an amendment to take the charter school transportation slush fund out of the budget.  The amendment failed but eight voted yes.  Which fell in line with the budget vote, 31 yes, 8 no, and 2 absent.

I firmly believe our state needs a serious fiscal and ethical investigation by the Federal government into where every single penny of our state funds are going and who is profiting off of shady backroom deals.  They need to start with Governor Jack Markell and work their way down through the House, the Senate, the DOE, vendors, school districts, charter schools, the auditor’s office, the treasurer’s office, the Department of Health and Social Services, and pretty much everywhere anyone gets funds from the State of Delaware.

Our children are used as guinea pigs.  We see it from Sokola, the DOE, Markell, Schwartzkopf, Longhurst, Melanie Smith, McDowell and others.  Godowsky puts on another face constantly.  He tries to save face with the Governor when he knows the stuff they are pedaling out of his building is absolute crap.  None of these people care about kids.  Not a single damn one of them.  I’ve tried to deal with the legislators in Legislative Hall.  I’ve tried to reach out to some of them in good faith.  They don’t respond.  Those that do know who they are and I know you are trying your best, but when the majority is corrupt, the whole building is.  I see many of you get upset when good bills that will truly help the children of Delaware go nowhere.  Our DOE is not a State Agency.  It is a collection of education reformers and lobbyists, selling our children out to the highest bidders.  A great deal of the legislation passed in Delaware for education allows them to do this.

When a State Representative votes against a budget because of the rampant corruption in our state, they are a hero.  They are not unpatriotic.  If patriotism is following orders and never questioning anything and allowing children to suffer while you remain in power Rep. Melanie Smith, then you may want to look at what the patriots who founded this country actually did so you could hold elected office.  You allow a great deal of bills that go through that will only please corporations at the expense of the citizens of Delaware.  Tonight, I was ashamed to say I live in Delaware.  Everything the other legislators said about the budget was from the heart, not quotes from books or a Tedx talks speech.  It is a legislator’s responsibility to pass a good budget, not a bad one.  This was a bad budget.  You can do all the glad-handling and take the applause for getting it passed, but it is still filled with pork.  You know it, and I know it.  We all know it.  We know who this budget truly serves, and it is not in the best interest of children or the citizens of the state who by your own admission deserve more.

For someone who wants what is best for Delaware, why have you, Pete Schwartzkopf, consistently gone with the Governor’s wishes and not the will of the people.  You are the Speaker of the House.  It isn’t your House.  It is ours.  The people of the state.  Until you learn that valuable lesson, you will continue to be called Sneaky Pete all over the state until your time is done.  Because you refuse to find out the answer concerning how the State Representatives would vote on the override of Markell’s veto, you are not a friend to parents in the state of Delaware.

 

Delaware Joint Finance Committee’s Take On The Delaware DOE Budget

Okay, maybe the last article wasn’t as top-secret as I thought, but I’m willing to bet this one is!  This was sent to me anonymously today.  Apparently it was sent out to the legislators in the House of Representatives from State Rep. Melanie Smith who is also the Chair of the Joint Finance Committee.  It is the Delaware Joint Finance Committee’s take on the Delaware DOE’s state budget hearing that took place last Wednesday, February 17th.

Under the recommended school district operations budget, the budget request included reallocating money from the General Contingency (not new money) as well as additional funding (new money in this year’s budget) to cover actual unit growth for the 15/16 school year.  The budgeted unit growth was 110 while the actual unit growth is 188.  When questioned about the difference in the budgeted amount versus the actual amount, Secretary Godowsky explained that the increase was not due to an unprecedented influx of students, but rather an increase in the number of students being identified as having special needs.  Out of the 1,075 new students, 848 were identified as having special needs, dictating a higher than expected unit count.  The number also includes special needs students who are not new to the public school system, but entered 4th grade and began receiving more comprehensive special education.  Secretary Godowsky told the committee that the Department had hired UD to do a study on this recent trend so that they can better understand whether this pattern is the “new normal.”

The committee deferred discussion of the $6M in the Governor’s recommended budget for the WEIC plan until after learning the result of Thursday’s State Board of Education meeting.

$4M was requested in the Governor’s recommended budget to support the Teacher Compensation committee’s recommendations to increase entry level salaries for teachers, a pilot for teacher-leader roles, and to provide stipends for educators who attain National Board Teaching Certification.  It was noted that the committee’s recommendations are not final yet and that the changes are contingent upon legislation being enacted.

The committee also heard a presentation from Susan Perry-Manning, the Director of the Office of Early Learning within DOE.  The presentation advocated for the $11.335M in the Governor’s recommended budget to replace the expiring federal Early Learning Challenge Grant with state general fund dollars.  Most of the funds would go towards purchase of care reimbursements.  Director Perry-Manning noted that the amount requested from the state is significantly less than the federal grant amount.

House Bill 81 To Mandate Title IX Coordinator Information On State School Profiles Website

Delaware House Bill 81, introduced by Delaware State Rep. Melanie George Smith, would make sure each school district in the State of Delaware has a Title IX Coordinator and their contact information listed on the state school profiles website.  The responsibilities of this federally mandated program prevent any gender discrimination, and includes the following information about Title IX:

Title IX of the Education Amendments of 1972,as amended, is a comprehensive federal law that prohibits discrimination on the basis of sex in any federally funded education program or activity. In addition to traditional educational institutions such as colleges, universities, and elementary and secondary schools, Title IX also applies to any education or training program operated by a recipient of federal financial assistance. Many of these education program providers/recipients became subject to Title IX regulations when the Title IX final Common Rule was published on August 30, 2000. All federal agencies that provide funding for any education or training programs have new responsibilities in ensuring that their recipients comply with the nondiscrimination mandate of Title IX and its procedural requirements by establishing a method for receiving and resolving sex-based discrimination complaints.  (taken from this website.)

Delaware State Rep.
