Some Big Education Bills Up For A Vote Today In The Delaware General Assembly

Education Legislation

Cursive.  Educator Licensure.  Child Abuse Training.  Bullying.  Gang Detection.  Public School Enrollment for children in custody of DSCYF.  These are the biggest education bills up for a vote today in the Delaware House of Representatives and the Senate.  Two will go to the House and two to the Senate if they pass.  What are these bills?

House Bill #70:

This is State Rep. Andria Bennett’s cursive bill.  It was released from the House Education Committee in April.  It would make cursive instruction mandatory in all Delaware public schools.  It has many in support of the bill, but quite a few are opposed to it as well.

Under current educational standards, students are no longer required to be taught cursive writing and many schools have abandoned teaching cursive writing to students. As cursive writing is still an imperative skill in many professions, this bill makes teaching cursive writing a requirement for all public schools in Delaware.

House Substitute 1 for House Bill #143:

State Rep. Kim Williams’ HS1 for HB #143 deals with teacher licensure and the Praxis exam.

This Act removes the provisional license and re-establishes a 3 tiered licensure system. An initial license provides for two years for the initial licensee to obtain a passing score on an approved performance assessment. This Act provides for reciprocity for a state-created and approved performance assessment from another state or jurisdiction to meet the performance assessment requirement. This Act also eliminates the general knowledge exam for licensure which will result in a savings to the candidate of a range of $100 to $150. Additionally, this Act provides for a reimbursement of no less than $100 to a license holder who meets the performance assessment requirement and becomes employed in a Delaware public school. The Department will be responsible for training local district and school staff on the performance assessment. Additionally, the Department of Education leadership, including the Secretary of Education will be trained on the performance assessment. For enactment, any individual provided an initial license prior to the enactment date will not be subject to the requirement of obtaining a passing score on a performance assessment. Additionally, any individual provided a provisional license prior to the enactment date will be reissued an initial license and the 2 year requirement for meeting the performance assessment will become effective commencing on the new issue date. The remainder of the bill makes conforming changes to cross-references and license designations.

Senate Bill #87:

Senator Margaret Rose Henry’s bill deals with children in the custody of the Department of Services for Children, Youth and Their Families.  The Every Student Succeeds Act has certain provisions dealing with these students and this legislation would bring Delaware in synch with that requirement under the McKinney-Vento Act.

This Act updates the school stability law for children in the custody of the Department of Services for Children, Youth and Their Families (DSCYF) following passage of the federal Every Student Succeeds Act (ESSA), which reauthorizes the Elementary and Secondary Education Act (ESEA). ESSA requires Delaware to eliminate the provision “awaiting foster care placement” under § 202(c), Title 14 in accordance with the federal McKinney Vento Homeless Assistance Act by December 10, 2017, and instead create a distinct provision regarding school stability for children in the custody of DSCYF. [42 U.S.C. §§ 11431 to 11435; ESEA section 1111(g)(1)(E)(i)-(iii)), 20 U.S.C. §6311(g)(1)(E)]. This Act clarifies that children in the custody of DSCYF remain entitled to attend their school of origin if it is in their best interests to do so, or are eligible for immediate enrollment in a new school. Sections 1, 2, and 3 of this Act take effect on the effective date of final regulations published in the Register of Regulations and promulgated under authority granted by § 202A(d) of Title 14, which is created by Section 2 of this Act.

Senate Bill #102:

Another Senator Henry bill.  This bill is similar to last year’s Senate Bill dealing with bullying and child abuse training for educators.  This has A LOT of provisions in it.  It was heard in the Senate Education Committee meeting yesterday.  The Delaware DOE, DOJ, and the Office of the Child Advocate worked on this one for a long time.

This Act consolidates Delaware law related to child abuse and child sexual abuse training and detection, suicide prevention, bullying, criminal youth gang detection, and teen dating violence and sexual assault into one subchapter of Chapter 41, Title 14 of the Delaware Code and develops a non-academic training program that coordinates the trainings school district and charter school employees are required to receive. In addition to streamlining non-academic trainings, this Act provides school districts and charter schools with flexibility to meet current and future non-academic training needs of school district and charter school employees, students, and parents. This Act applies to all public schools, including charter schools and vocational technical schools. This Act also makes technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual, ensure consistency within the new subchapter, and make references throughout the Code consistent based changes to certain Code designations made by this Act.

The Future Of Education Is A Very Dark Place. The Future Is Now.

Global Education Forums

Thank you to my friend for putting this document together based on this map.  It is frightening how much of these events are happening right now.  The Every Student Succeeds Act is allowing a great deal of this to come to fruition.  In many states, legislation is happening right now to ensure this future comes to pass.  We are seeing this with personalized learning initiatives in many school districts.  Students with disabilities and those who don’t conform will be re-engineered through medicine and simulations.  Teaching as we know it will be gone.

Why was 2015-2016 so important for education?  If you haven’t been paying attention, there is a flurry of activity going on with more changes than any one person can keep track of.  These events were planned years ago.  Some say 2007, but I estimate much of this has been planned since 1992.  There are more political and corporate players involved in these agendas then we can imagine.  It is a cabal of billionaires and futurists carefully and methodically transforming society to their warped ideals.

People wonder why I get so upset about education and lose patience quickly.  This is why.  We don’t have time for the endless chatter about what we should be doing.  Especially when more than half the people at the table are already sold on these ideas.  They may not know the full scope and chances are I don’t either.  But the pieces are coming together fast and if we don’t get a handle on this and expose all of this we have no chance of stopping any of it.

If you wonder why I shudder at the possibility of President Hillary Clinton, this is why.  I’ve been slammed for only looking at education for her qualifications.  This goes way beyond education.  This is a complete remodeling of society as we know it.  If you don’t think Hillary is involved in this, think again!

Updated, 4:37pm, EST: I changed my WordPress password after the Scribd document disappeared a third time.  It has not disappeared since.  Which means someone knew my password.  Which I have never shared with anyone.  Which also means I ticked someone off big time.  I would hope logging into the State of Delaware or the Delaware Department of Education’s free wi-fi doesn’t mean they could possibly get into my accounts.  Or that one of the big boys thinks they can do what they please.  I will find out who got into my account and I will pursue it.

Mother of Child With Autism Stands Up For Her Son At Academy of Dover Public Hearing

Academy of Dover, Special Education In Delaware

Yesterday, at the Delaware Department of Education, a public hearing was held for Academy of Dover, a charter school in Dover now under formal review.  The only members of the public to show up were a Miss Sabine Neal and myself.  Representing the school were Principal Cheri Marshall, Board member Nancy Wagner, and a member of the administrative staff.  The purpose of this public hearing was for any member of the public to give comment about Academy of Dover.  Neal gave public comment, and what she said is disturbing, but necessary for parents and members of the community to know.  Miss Neal gave me permission to tell this story, and it is very similar to what so many parents in Delaware have gone through at the hands of our schools.

Hi, my name is Sabine Neal.  I’m a parent at Academy of Dover.  My two children, two of my children go there.  I’m here today, sorry I’m kind of nervous.  I’m here today to stand up for my son.  He was the child that was abused at the Academy of Dover.  He is a six-year old kindergarten special needs student who I asked for an evaluation for in August from the school.  I did not receive any evaluations until November, and I was not notified he was going to be evaluated.  I found out because he came home nervous.  I submitted an Autism diagnosis, I submitted an ADHD diagnosis.  I was told they could not do anything with the ADHD diagnosis until he had been in the school six months.  The Autism diagnosis, I was told since he was only two and a half, it was too old and I needed a new one.  They knew he had issues, I asked for help, and problems escalated throughout the year.  He’s autistic, he doesn’t deal well with change.  Issues occurred and arose throughout the year.  He’s been suspended multiple times, but he’s not a bad child.  He is six.  I tried everything with the school.  I set up to get him reevaluated.  Getting into a neurologist takes a lot of time.  I went to a neurologist, my insurance dropped that neurologist, so I had to go to Delaware Autism Program as the school suggested.  I got him re-diagnosed again, again, he’s not eligible.  I never had a meeting, they never said anything.  I was just told by the Behavior Interventionist he is not eligible.

Eagles Wings Ministries: Last Warning- No member of your flock is to go near my son, adults and children included! #netde #eduDE @DoverPost

Disability Discrimination

This is your absolute last warning. I don’t know what kind of church you run, and I don’t really care. What I do know is your youth group leader ABUSED my son physically, and your church turned a blind eye and then denied it with the only true witnesses being the youth group leader and her son. You then used children to cover your asses and deny it to the police. Yes, my wife yelled at you and swore at you, but any parent would after your cover-up. No more. Tell your youth group leader that her daughter can not and will not bully my son at school. We will be filing a report tomorrow, so you may want to get some intervention for a certain family in your flock. I will not be having this conversation again. Once again, this is your last warning. If you don’t like my stories about you, then leave my son the hell alone. You don’t get to play the victim here. Do you understand me? If not, I would be more than happy to talk about it in front of a police officer.  Again…

UPDATED: For any new readers, this is an ongoing thing with a whacked-out church in my area.  I know they are reading this, so I just needed to make things very crystal clear for them.  And Stacie Bohannon, I would tell your daughter to stay away from my son.  I don’t want her looking at him, laughing at him, sticking her tongue out at him, and certainly not spreading rumors about him.
