Delaware High School juniors basically said “This test really doesn’t mean much, so whatever.”  God bless them!

Read the results and if you haven’t already, REFUSE THE TEST for your child.  Send the letter tomorrow.  It’s the only way they will truly understand…

Roughly 10% Of Special Education Students In Delaware Are “Proficient” On Smarter Balanced

I just heard roughly 10% of students with disabilities in Delaware were rated as proficient in Delaware for the Smarter Balanced Assessment administered last Spring.  I wish to God this test would just disappear.  Can you imagine the other 90% of these children’s parents getting the results of this assessment.  I really hope they strongly reconsider having their child take Smarter Balanced next year.  10%…

I feel a deep sadness for these children.  I picture them struggling on this test, with fewer worthwhile accommodations than they had on the prior DCAS state assessment.  The weeks they spent taking this horrible, horrible test.  This is a wake-up call for special needs parents.  Our children are more than ten scores.  I don’t care what their proficiency rate is.  They are 100% awesome!

When I have official numbers, I will update this.

Poverty Matters! The Smarter Balanced Impact: Delaware Charter Schools

According to Delaware Governor Jack Markell, throwing our hands up with poverty is a recipe for the status quo.  As we can see in the above chart, poverty had a tremendous impact in Delaware charter schools.  The higher the low-income status, the lower the Smarter Balanced Assessment scores.  There is no hiding this.  Even the highly-praised EastSide Charter School was not immune to the wrath of the high-stakes test.  Below is part of Governor Markell’s speech he gave at the Imagine Delaware Forum in March of this year:

One of the reasons that we often hear for the struggle of our kids in the inner-city schools is poverty. And it is absolutely true that poverty presents enormous, enormous challenges for many children across our state. They face barriers to learning that the rest of us can’t imagine. And that’s why we need to do everything in our power to lift our children and our families out of poverty and to reach these children from the beginning of their lives, to counter the effects of growing up poor. And we are committed to addressing the root causes of poverty, by increasing access to the best early-learning programs, by investing in economic development and reducing crime and battling the addiction epidemic, and more. But as we pursue these goals we can’t delay improvements to the education kids in these communities receive. I, and I know that many of you, refuse to throw up our hands and say that we can’t truly improve education in these schools as long as poverty exists. That’s a recipe for the status quo, a recipe for fewer of our most vulnerable children to get the skills they need to escape poverty.

What Governor Markell seems to lack insight into or just plain ignores is the impact of poverty on children’s education.  It isn’t something “rigor” and “grit” can fix.  It’s a matter of increasing the funding to these schools, and not under the guise of priority schools or focus schools.  It means lowering the size of classrooms, increasing special education funding, and judging children based on a once a year test the clearly shows how much poverty does matter.  The Smarter Balanced Assessment is not improving education. It is making it more difficult for schools to get the true reform they need.  The Delaware Department of Education will be releasing their school report cards with the Smarter Balanced Assessment carrying most of the weight for school grades.  This is highly destructive to schools that do not do well on this test.  With the Delaware DOE and the State Board of Education pushing Regulation 103 into state code, we need parents to see how that will affect all school districts in Delaware.

This is just the first of many articles based on the Smarter Balanced Assessment and how it affects students of low-income status, students with disabilities, and the most vulnerable minorities in our state.  In conjunction with Delaware Liberal, Exceptional Delaware will be publishing articles in the coming week on this high-stakes testing epidemic that is destroying schools in our state.  This very unique “blog crossover” will paint the picture the Delaware Department of Education doesn’t want the public to see.  But numbers don’t lie.  They present facts that cannot be disputed.  Please come to Delaware Liberal and here to see further articles “Poverty Matters! Smarter Balanced Assessment in Delaware…What’s Next?

The shot heard round Delaware went off yesterday, and most citizens don’t know what the hell any of this means!  Half the kids aren’t proficient in English/Language Arts and 61% aren’t proficient in Math.  But they did better than what they expected, or at least that’s what the Delaware DOE and Governor Markell are spouting.  But here’s the crucial truth: nobody knew what to expect with any of this.  I’ve heard from more than one source the DOE just kind of picked a number for proficiency and above.  But this is the nature of standardized testing.

With high-stakes assessments like this, not everyone can be proficient.  And not everyone can be failing.  There will always be that bar.  It is set up like that for a reason.  The DOE can’t label and punish if everyone is doing great.  With all the talk of poverty schools, which are Title I schools, the system is specifically designed to punish those schools.  The ones who promote getting these schools the resources they need to succeed (Markell, DOE, Rodel, Delaware Business Roundtable, etc.) are the exact same ones pushing the standardized testing agenda.  And parents and citizens buy into it hook, line and sinker.  The State Board of Education and Rodel have reached the point where it is hard to distinguish one from the other.  In an email sent out today from Donna Johnson, the Executive Director of the State Board, she cites Rodel’s huge help in getting resource material on the State Board website to “help” parents.  Dani Moore is the Administrative Secretary for the State Board of Education.  The key part is bolded for emphasis.

We have an additional video that should be available soon.  It is a narrated Prezi, in video clip format, that talks you through the components of the Smarter score report and basically verbalizes much of what is explained in written form within the Parent guide that will accompany the report. I will post this to our website as well as provide a direct link when it is ready to go live.

In terms of the DelExcels website, I have heard from quite a few people the Delaware PTA does not have an active role in this and haven’t for a long time.  But the DOE will get their name out as much as they humanly can just to attach Smarter Balanced with the Delaware PTA.  The PTA was very active in getting House Bill 50 to pass, and were instrumental in the legislative sessions surrounding it.

The key part of all this is the scores this year don’t matter…for this year!  They will be huge NEXT year though.  This is what all the growth measurements will be based on, this year’s scores and next year’s.  For a school like Eastside Charter School, who performed horribly on this test (if you count SBAC as a valid measurement of student performance which I don’t), they are pretty much set up to show huge growth gains based on their scores this year.  Most schools are, especially the Title I schools.

What is very telling is the fact DOE did not release the sub-group data.  They have it, because all states do.  States like Connecticut already released their statewide sub-group information.  There is no reason the DOE could not have.  I’m sure they will come up with some reason, like they are still aggregating the data and whatnot, but I believe they did not want this information out yet.  The DOE and the State Board are masters at using timetables to their advantage.  They will only release information on their timing, so it can serve them best, not the true stakeholders: students, teachers, parents, schools, districts.  But you better believe Rodel was probably one of the FIRST organizations to see the Smarter Balanced data.

The State Board of Education meets next on September 17th.  They will release the sub-group data and come up with a shock and awe strategy to cover up the simple fact that the Smarter Balanced is a BAD test.  It’s what they do.  Meanwhile, schools don’t know what to do with all of this.  Parents are wising up faster than I anticipated them to and are asking if we even need this.  Yesterday, 105.9 covered the Smarter Balanced results and asked the audience if they felt Governor Markell should reverse his House Bill 50 veto.  When we are at that point, and the entire state knows what a colossal waste of time, money, energy and resources this has been, all involved in this assessment need to suck it up and say “Yeah, we need to admit failure and move on for what’s best for Delaware students.”  But that won’t happen, instead they will keep trying to fix what is irreversibly broken.  I’ve said this before, and I’ll keep saying it.  Last year, at a Christina School District Board of Education meeting, member John Young said “You want to know who needs great leaders? The Delaware DOE needs great leaders.”  Never has this been more true!

And DOE, stop calling it Smarter.  It sounds stupid, because we all know now the test is DUMBER than any test ever created!

Delaware Smarter Balanced Results: Who Cares? It Really Doesn’t Matter

I’m sure if you go read the News Journal or any of the other Delaware media right now, you can read all about the release of the Smarter Balanced Assessment results.  But guess what?  None of it matters.  That’s right, it doesn’t matter.  It won’t impact your child (they are in a new grade), it won’t count against teachers (they got another skip year from it counting against them on their teacher evaluations), and it won’t count in the state’s School Report Card (cause it’s the first year).  So really, does this have any bearing on your child’s education?  No, it doesn’t.  These tests never did.

It’s all about the companies getting the data, and telling us “Your schools are failing.”  And how we need to fix them, and close the proficiency gaps, and get our kids college and career ready, and and and….blah blah blah

I have no clue what these results are going to say because  I wasn’t invited to their embargoed press junket yesterday.  I can only guess what they are going to say.  I can picture Governor Markell saying something like “Most of our teachers were rated effective last year, but as we see with these test results, our students are not getting an effective education,” or his usual “There has never been a better time to be a person with the right skills, and never a worse time to be a person with the wrong skills.”  He loves that one!  Whatever he says, whoever he wants to blame, know that he doesn’t know any better.  He has been swallowed by greed.  He doesn’t care about your kid.  He truly doesn’t.  He cares about his buddies, the ones that are making money hand over fist at the expense of your child, or your student.  He will smile for the camera, and write his big words, and take his tough-guy stance, but at the end of the day, he’s a snake.  Inside, he is coiling and hissing, and waiting to strike.  He already gave Eve the apple, and he’s just slithering around waiting for his next victims.  Don’t believe a word he says, cause it’s all a pack of lies.

The Delaware DOE and their accomplices over at American Institutes for Research (AIR) are just as guilty as Markell.  The DOE has no skin in this game, they are just “following policy”.  Policy they helped to create.  If Markell is the snake, they are the worms eating away at the apple that is public education.  And the testing freaks over at AIR, who scare the living daylights out of me, they are the embodiment of evil.  They set everything up for this moment, this time.  When their decades of education “policy” got them to the exact place they wanted to be.  They put the sticks in the pit, threw some gas on it, and waited.  Now they have struck the match, and they are watching it all burn.  Which is what they have wanted this whole time.

It doesn’t matter what your kid scored on this test.  All you need to do is stop having your kid take this test.  You can REFUSE THE TEST.  Don’t let these companies (and the DOE is a very big company with lots of high-paid employees) turn your kid into something they don’t want your child to be: data.  Your child is a living, breathing, unique gift on this planet.  Your child is different than everyone else, because they are their own person.  With real thoughts and emotions.  They want to take that away from your family.  They want to standardize your child.  Don’t let them.  Don’t you dare!

My son won’t take the Smarter Balanced Assessment this year.  He is safely tucked away somewhere outside of the battle, and things like Common Core and standardized assessments, they don’t matter for him, at least not for a long time.  So if this is the case, why do I care?  It’s simple… I do.  I care about all the victims of this grand larceny of public education.  I care about the teachers and the schools.  I care about the parents, most of which don’t have the first idea about what is happening to their child 180 days of the year.  But most of all, I care about the kids.  The ones who can’t speak for themselves.  The ones who don’t have enough voices speaking for them.  The ones whose hopes and dreams are drowning while the adults who should know better plot and scheme and say they are the ones “doing it for the kids”.

I’ve been writing about this stupid test for fifteen months, and fought the DOE and the Governor every step of the way.  And I will continue to fight this until this test is gone, along with all the greed and fraud that came with it.  For fifteen months, we’ve been on the defensive.  Now we have the ball, and we are taking it all the way down the field for the biggest touchdown of all.  Our next move will be the one NOBODY saw coming!

Delaware Children Are Pawns To American Institutes for Research & Not Just For The Smarter Balanced Assessment

Today we find out the Smarter Balanced Assessment results for Delaware.  This test was designed by American Institutes for Research.  They also created DCAS.  Known as AIR, they are everywhere.  Your child is a mere data point to them so they can help states hold schools and districts accountable for their own tests.  I first wrote about them at the end of April, and what I found shocked me then.  Watch this video, and think of your child taking this assessment.

This is a company who promises Delawareans they will keep your child’s data safe.  Which is interesting, considering they can’t do the same for their own employees so how safe is your child’s information?  This is a company that proudly boasts on their own website how they delivered 60 millions tests to students this year, including 12 million Smarter Balanced Assessments.  But they aren’t just satisfied with American students, they have their paws in international organizations as well with their project called “International Development, Evaluation, and Research”:

IDER is developing a benchmarking tool as part of the World Bank’s System Assessment and Benchmarking for Education Results project that will allow countries to analyze their progress in implementing curriculum based learning standards. The tool will be developed in conjunction with extensive research on the conditions and policies needed to promote standards-based education systems.

I wrote last week about how these assessment developers really operate, and the very dangerous implications it can have for students, especially those with disabilities.  But did you know AIR’s founder, John Flanagan, was heavily involved in eugenics experiments to help the “superior” race.  You can read about this very sordid past with the practice of eugenics which is defined as:

Eugenics: the science of improving a human population by controlled breeding to increase the occurrence of desirable heritable characteristics. Developed largely by Francis Galton as a method of improving the human race, it fell into disfavor only after the perversion of its doctrines by the Nazis.

In a sense, what the corporate education reformers are doing with education isn’t really different than what the eugenics movement attempted.  They are trying to improve the student population by controlled standardization to increase the occurrence of desirable outcomes: the complete destruction of a particular “race” of education: public education.  What companies like AIR do is create the conditions and situations for our schools to be seen as “failing” and then set up the method by which to prove it, tests like Smarter Balanced.  As seen in the accountability matrices for Delaware, and the fact that future priority and focus schools will be based on these measurements, and they are all based on the Smarter Balanced Assessment, is it any wonder our schools aren’t improving?

Even when states like Florida, who withdrew from the Smarter Balanced Assessment Consortium, still used AIR to implement their state assessment, major problems still occurred.  So much so that their own Governor issued a findings report on AIR’s psychometric practicalities and the bungling of the test last Spring.  That report just came back, but unfortunately Florida’s Governor used education reform companies who are well-connected with their Governor to issue the report.  Furthermore, the analysis was done using AIR employees as part of the state’s Technical Advisory Committee.  You can read it all here:

This is a company who has their hands in every aspect of education: assessment, turnaround schools, discipline, achievement, academic standards, accountability, teacher evaluation, and more.  Aside from a few states, I have not seen AIR mentioned as one of the chief education reform companies, but in my eyes, as well as thousands of others, they are at top of the list.  They have received over $1 billion dollars from the US DOE, and in just five years, $38 million from Delaware.  What are the results of this companies assessments in our state?  What progress has been made?  We all know the answer to that.  Remember this company and the above video when you hear so much about the Smarter Balanced Assessment today and in the coming weeks.  Remember their dark history and their very influential present.  Remember they’ve had their hands on Delaware student data for over five years now.  And ask yourself, why does this company know EVERYTHING about my child?  After you finish reading this article, go to AIR’s website.  Peak around, check them out.  See how many countries they are involved in.  See how many different areas of everyday life they have a direct hand in.  Do the research yourself, and if you still don’t have that queasy, unsettling feeling in the pit of your stomach, if you aren’t horrified by this company, then do some more research.  Look into all these companies.  And ask yourself, how in the world did education ever become about this…

Delaware Smarter Balanced Results Released A Day Early

Finally, after the long agonizing wait, we will know how students in Delaware did on the newest state assessment.  Today, at 2pm, Governor Markell’s office will release the 2014-2015 Smarter Balanced Assessment results.  This has been an exercise in patience Delaware.  Today, we know.  If you are a credentialed member of the press that is.  And when you get them, it is still embargoed information until the official results are issued tomorrow.  That’s right, even the press will know before parents.  Unfortunately, there aren’t too many bloggers with press credentials either.  Get ready for the coordinated spin on these predictable disastrous results… I wonder though, will I still get the official mailing in mid-September since I opted my kid out?

If Delaware Is Like Connecticut, Most Students Failed The Smarter Balanced Assessment

Connecticut, although larger in population, may be a good comparison for what Delaware can expect when we release our Smarter Balanced Assessment results next Wednesday, September 2nd.  Governor Malloy of Connecticut announced the statewide results today, and according to Jon Pelto‘s blog, Wait What?, the state did not do well on the Smarter Balanced Assessment.  Pelto writes:

“As designed, intended and projected, the vast majority of Connecticut students have been labeled as failures according the unfair, inappropriate and discriminatory Common Core SBAC math test results.”

In fact, for the math scores, with a high of 48% proficiency in 3rd grade and a low of 31% proficiency in 11th grade, I would consider this an abysmal failure.  For special education students in math, only 8% made proficiency, English-Language Learners, 7%, and low-income, a range of 15.4% to 26.4% depending on their free or reduced lunch fee status.

Connecticut has some very wealthy areas, specifically in Fairfield County with many workers commuting to New York City from the suburbs.  Based on this, I would venture to say Delaware’s results will be worse than Connecticut.  Pelto, like myself, has been wondering when his state was going to release these scores.  With the track record of states releasing results, it seems like they are waiting longer to release them if the kids did really bad on the test.

I am hearing low-mumbled groans about some of Delaware’s results, but nothing I can officially talk about.  Delaware did not do well on this test based on what I am hearing, but I will wait for the “official” word on 9/2.  I am fairly sure the DOE and Governor Markell are dreading this day.  Not released in Connecticut are their opt-out numbers.  As I always say in Delaware, parents have the right to REFUSE THE TEST if they don’t think Smarter Balanced is a good assessment for their child.

UDPATED, 4:26pm: The Connecticut Department of Education released a briefing on the results.  The scores are so bad in this state, they can only compare them to NAEP results from two years ago…

The DOE Smarter Balanced Propoganda-Brainwashing P.R. Campaign Begins Now!

The Delaware Department of Education released their latest newsletter called “Take Note” today with a very important message about their upcoming release of the Smarter Balanced Assessment results.  I feel obligated to break this down and give my thoughts on each part.  As usual, DOE’s stance is in black, mine is in red (which John Young from Transparent Christina invented, at least on Delaware blogs).

The Delaware Department of Education will release preliminary statewide Smarter Assessment results on September 2. Final results will be released in mid-September, when families also will receive score reports.

But they have had the results for well over a month now, but they were too chicken to actually release them.  Instead, they met with every single Delaware legislator individually.  Slowly but surely, I’m hearing some results here and there, and they are anything but promising, especially among students with disabilities.

The test results will show children’s strengths and weaknesses in different areas within each subject. This will help families and educators understand whether children need additional practice or need to be challenged by going deeper into a subject. Families can use these results to locate activities online that were designed specifically for each category at every grade level. Families also can use the test results to guide a discussion with their children’s teachers about additional supports or challenges that may be needed in class, as well as other ways to support their children at home.

The test results will show this is a crappy test, period.  This won’t show strengths.  It will show the inherent weaknesses in THIS test.  How will this help educators who no longer have the same child in their grade this year?  It won’t.  When you say “need to be challenge by going deeper into a subject”, what you are really talking about is teaching to the test.  “…to guide a discussion with their children’s teachers…”  I said this the other day.  If you have problems with the test, call the DOE.  The teachers want to teach, not go over a child’s test results when they weren’t even their teacher.  They don’t know how your child answered or even what questions they were given.  Parents, the best way to support your child at home AND at school is to REFUSE THE TEST!

There are many resources available. Also check out GreatKids! (http://www.greatschools.org/gk/) for more resources, including a new Delaware-specific tool launching Sept. 1. Using a child’s individual results, a parent or guardian will be able to find resources that will match the child’s areas of strength and areas for improvement.

If the teacher isn’t teaching to the test properly, you can go online and have the same thing!  Because every child wants to go home and do the SAME thing for a high-stakes test they won’t even take until next Spring.  (Unless you REFUSE THE TEST and they don’t have to worry about it!)

Or parents, you could help your child out with their homework, or spend time with them and talk to them about how their day was, or go for a walk in the park, or count stars…you get the idea.

Students took the new tests, which assess children in grades 3 to 8 and 11 in English language arts/literacy and mathematics, for the first time in the spring. The tests replaced Delaware’s previous Delaware Comprehensive Assessment System (DCAS) state tests in reading and mathematics.

The U.S.A. is the ONLY country in the world that tests our children in all of these grades like this.  Something to be proud of…not!  DCAS was a much better test, and it actually showed growth, something this test doesn’t because there is NO growth model. And multiple states wisely jumped out of the Smarter Balanced Assessment Consortium because they knew it was going to be bad news.

The Smarter Assessments help parents understand how their children are doing and whether their children know and are able to do the things in each grade that are important for them to be prepared for the next grade level and the future. The tests show results in comparison to their peers in their grade levels and schools.  They also inform parents where their children need more support or additional challenges, which allows for more personalized teaching. Along with families knowing how their own children are performing, schools also benefit from knowing how all of their students are progressing, which enables educators to make the best and most-informed instructional decisions.

If it’s the first year of the test, how can the DOE say these tests “help parents understand how their child is doing”?  They can’t.  There is nothing to compare it to.  And they don’t show comparisons to their peers in their grade levels, they show comparisons to their peers from the LAST grade level, with a different teacher.  Your child is a guinea pig for the endless data machine that is killing public education.  Schools hate this test, and educators do as well.  The only ones that don’t are the ones who will use it to advance their own careers by sucking up to administration and DOE.  And how can teachers give “personalized” teaching when this test sucks the oxygen out of their entire school year?  And they have huge classrooms with little support?  Or are you talking about personalized learning, which is basically have the computer do all the talking and teachers just chat a little bit about it or go over homework?  No thanks.  I want my kid to be taught by a teacher, not a screen!

Next week’s score release will include preliminary aggregate results at the state, district and school levels. Final results, including analysis by student demographics and subgroups, will be released on Thursday, September 17 (but they have had the results for over a month) in conjunction with the State Board of Education meeting. Families will receive score reports for their students via U.S. mail beginning in mid-September.

Because the unelected State Board needs to know before parents!  What I really want to know is the number of opt-outs for each grade and sub-group.  The growth I want to see is how much that can be increased next spring.

In general, we expect fewer students to score at the proficient level on these exams than did on the DCAS. That’s because we are asking students to do more challenging work that will better prepare them for their futures. The new tests are measuring more complex skills including critical thinking, analyzing and problem solving, which is different than previous tests. A low score does not mean that a child did not improve or that he or she learned less. This first year’s test scores set a new baseline from which progress will be measured moving forward.

The first year’s tests will also punish schools by their participation rate.  Since the Feds said they can’t enforce federal funding cuts with opt-out, they are leaving this to the states.  The Delaware DOE, in conjunction with Delaware Superintendents and staff, with very little stakeholder input from other education organizations or parents, and almost no transparency passed this one on the sly.  A low score means the test is horrible Delaware parents!  If your child did well, they are probably good at memorizing what is on THIS standardized test because it was drilled into them for 7-8 months.  The DOE wants low scores, because if everyone does well, they have no basis for their continual high salaries and outside vendors they throw taxpayer money at, all in the name of the children.  Which is utter nonsense.

Back to normal color!  If you want to truly make a difference in your child’s education, REFUSE THE TEST!  Let’s get out of this high-stakes testing mentality that does nothing more than test, label and punish!  Just give the school a letter stating your child will NOT take the Smarter Balanced Assessment next Spring, and you expect your child to be educated during this time.  If the school wants to meet you to “discuss” this, politely say thank you.  If they pressure you, let me know.

Smarter Balanced Assessment Toolkit Revealed! Parents: Call The DOE!

Thanks to Delaware Deep Throat for getting me pieces of the puzzle called the Smarter Balanced Toolkit.  I don’t think I have it all yet, but we are on the right track.  Below you will find a copy of the parent report and the lingo that will be in it.  I love how they pin it on teachers on the very first page!

And then we have the FAQs they want parents to ASK teachers.  Hey parents, don’t ask the teachers.  They have enough on their plate already.  Call the Delaware Department of Education.  The phone number for the Office of Assessment is (302) 857-3391.  The Interim Director is Dr. Carolyn Lazar.  She should be able to answer the billion questions you will have about this farce of an assessment!

While that may seem a bit unfair, keep in mind the teacher who gave the assessment most likely isn’t the same teacher your child had when they took the assessment.  Furthermore, the teachers don’t get to keep the questions and they don’t even know what any student answered.  The DOE might know! Ask them!  And if they don’t know, try Governor Markell.  Ask him about the data on how many students got question #10 wrong.  That will keep him busy!

Exceptional Delaware Wants The Magical “Toolkit” About The SBAC Results

On Friday evening I posted a picture of a not-so secret email from the Delaware DOE that was sent to all Delaware Superintendents and Charter heads concerning Smarter Balanced Assessment results and timetables.  As well, it had sources parents and citizens could look at online to get more information about the Smarter Balanced Assessment and Common Core.  But one thing it had that I have heard reference to is this mysterious “toolkit”.  This is a link in the email that gives districts “templates you can adapt, such as presentations, robo call scripts and letters, as well as background information on Smarter.”

If anyone has taken a trip down the rabbit hole and into this magical “toolkit”, let me know.  I am very curious as to what all this looks like.  I’ve heard there is reference to teachers getting blamed for the test because they gave possible material for it.  Like I said last week, don’t believe the future hoopla.  It’s all been carefully designed by the Delaware Department of  Education to get the blame shifted off them.  Most of you know how to reach me…

DOE Releases All State Assessment Results EXCEPT Smarter Balanced, Five Year Assessment Plan

Yesterday at the Delaware State Board of Education meeting, Dr. Carolyn Lazar with the Office of Assessment at the Delaware Department of Education gave a presentation on state assessment results but did not release any Smarter Balanced Assessment results.  This presentation also included school and district proficiency information, which can be found on this page.  The only reason I didn’t Scribd them is because they are stamped “embargoed” which I find hysterical because they are putting them on a public website!

These DCAS results are mixed.  For regular students, they went down from last year in Science and Social Studies.  For severely cognitively impaired students, who take the DCAS-Alt tests, the results are up and down depending on the grade.  Overall, with the exception of 7th and 9th grade, these types of students appear to be reading better, but social studies, science and math are showing a downward trend compared to last year.

This also went into the DOE’s five-year plan for state assessment and the release of Smarter Balanced scores in the coming month.  I absolutely love how they specifically mention who they met with to discuss this roll-out, but FAIL to mention their one-on-one meetings with members of the General Assembly.  Not one mention of legislators at all.  They know this information is already public, so why would they omit this?  If the DOE wants to convey clear communication with parents and community members about this test, than they should make public all contracts, addendums, emails associated with this test, and the exact date they got the results back.  No parent will ever take this Department seriously if they continue this embargo and withholding information from the general public.

As for Senate Joint Resolution #2, the assessment inventory, when can we expect to see who is on this task force?  Who picks the members?  We can’t forget, Lindsey O’Mara who is the Education Policy Advisor for Governor Markell, publicly stated Smarter Balanced can be included in assessments up for discussion on this task force!

Will Delaware State Board of Education & DOE Throw Delaware PTA Under The Bus For Smarter Balanced Scores As Well?

I found this very interesting item today… On October 5th, there will be a tentative special Delaware State Board of Education Workshop on the Smarter Balanced Assessment and Accountability.  While it is not on the State Public Meeting Calendar, they already have the agenda up if you go to the above link, along with documents to be used in the presentation.  I wrote yesterday about the DOE’s plans to use teachers as scapegoats for the Smarter Balanced Assessment results, and from the looks of this, the Delaware PTA may be used in similar fashion.

That’s a whole lot of mention of Delaware PTA in just one part of this presentation.  This will be a couple weeks after parents get the kid’s Smarter Balanced scores, and they will be freaking out.  Here comes the State Board to the rescue.  They are going to make this a big thing.  all parents are invited.  Media will be on hand and probably already got their “save the date” email.  The State Board will say “We didn’t design the test.  Teachers contributed and the Delaware PTA directed parents where to go.”  And that will be all parents need to hear: teachers and an organization to help shoulder the blame.  The State Board and the DOE will promise to look into this. They will assure parents they will do everything they can to make this assessment more tolerable this year and will work with the schools and districts to make sure they are doing it right. And then comes the usual “we want all children to succeed,” most likely from State Board of Education President Dr. Teri Quinn Gray.

Unless some soothsayer blogger predicts this a month and a half ahead of time and publishes it on his blog… 😉

What the State Board of Education and the DOE may not realize is the Delaware PTA was the biggest advocate of parents opting out of the Smarter Balanced Assessment. While they did provide links to the Smarter Balanced Assessment, it was a way for parents to find out what this test is really about. They came right out and said they don’t think the Smarter Balanced Assessment is an effective measurement for student success. I would be hard-pressed to find anyone more dedicated to parent engagement than Delaware PTA President Dr. Terri Hodges and VP For Advocacy Yvonne Johnson. One of them was at every single debate and meeting on House Bill 50, the parent opt-out bill, at Legislative Hall. They formed the town halls on opt-out that ignited the fire. They know how bad this test is.

If parents want to blame someone for the Smarter Balanced Assessment, they can look to the following individuals and groups: Delaware Governor Jack Markell, Former Delaware Secretary of Education Mark Murphy, the un-elected Governor appointed Delaware State Board of Education, the entire leadership of the Delaware DOE (including David Blowman, Penny Schwinn, Chris Ruszkowski, Susan Haberstroh, Karen Field-Rogers and Michael Watson), U.S. Secretary of Education Arne Duncan, Delaware Senator David Sokola, Delaware State Rep. Earl Jaques, former Delaware State Rep. Darryl Scott, Rodel, The Vision Coalition, the Delaware Business Roundtable, and the Delaware Charter Schools Network. If parents want to take action on their frustration with these people, there is no easier way to do that than to say NO MORE! Refuse the Test for your children! Opt-out! And email-bomb every single member of the 148th General Assembly: State Reps and Senators, demanding they override Governor Markell’s House Bill 50 veto the first day they come back to legislative session in January 2016. And while you are at it, demand legislation removing the Smarter Balanced Assessment as the state assessment of Delaware! Parent’s voices were heard with House Bill 50, and those who voted no will be held accountable. But the vast majority voted yes, and they will again when the override comes. Especially when they receive ten times the amount of emails, calls, Facebook messages, tweets, and messages.

I encourage anyone reading this to keep coming back to this link. So when the big news does break with the scores, and enraged parents get on Google and start researching Smarter Balanced Assessment and Delaware PTA, this will be the first link they see on Google. Share it, spread it, email it, write it down and put it on cars at the mall!

Delaware DOE Plans To Make Teachers Scapegoats For Smarter Balanced Scores, Don’t Fall For It Parents!

The spinsters at the Delaware DOE are at it again.  They have the Smarter Balanced scores, and they know they are terrible.  So how do you get the public behind you?  How does a State Department remain unscathed in the whole debacle?  You blame.  You scapegoat.   But it won’t work.  One, because I know.  Two, because parents aren’t as dumb as you think they are and you have ALWAYS underestimated them.  And Three, it makes absolutely no sense at all.

A couple years ago, the DOE wanted teachers to submit potential material for the Smarter Balanced Assessments.  This is not a lie.  This happened.  But it’s what American Institutes for Research (AIR) and their psychometrics division did with that material that made the Smarter Balanced Assessment what it is.  The devious ways in which questions were created, the whole “wrong answer is right but a right answer with a bad explanation is wrong” came from the demented people who created this test.  The folks behind AIR have been crafting public policy for three quarters of a century.  Did you really think they wouldn’t create a test that served their perverted worldview?

Teachers are NOT to blame for what so many of us parents opted our children out of.  That rests solely on the Delaware DOE and their contracted vendors.  Like the one we have spent $38 million on the past five years, AIR.  Delaware teachers also did NOT set the benchmarks for these tests.  That was done by the Smarter Balanced Assessment Consortium.  They set the cut scores last November.  And I’m sure the states will adjust them accordingly to serve their own purposes.

The spin that is about to be thrust upon this state most likely didn’t even come from the DOE or Governor Markell, but one of the consultants the DOE loves to hire.  Here is a novel idea DOE: if you want to solve the whole problem with the Smarter Balanced scores, just get rid of the test.  Problem solved!

Breaking News: DOE Advising Legislators Of Smarter Balanced Results Before Districts and Parents!!!!

The Delaware Department of Education is going to meet with members of the General Assembly and let them know what the results of Smarter Balanced were in the coming weeks.  This will be weeks, if not a month, before the results are released publicly.  I would think they would release the results to everyone all at once, especially parents and schools.  But there may be other motivations on the DOE’s part.

They know the General Assembly is coming back in five months.  They also know these scores will be very bad.  Under Governor Markell’s expert advice I’m sure, they are going to meet with the legislators to soften the blow.  They will give them every assurance of the following: “It’s only the first year.”  “Through going over the data, we have recognized the parts that need to be fixed.”  “We aren’t going to give the SBAC to juniors anymore since they already take the SAT.*”  “We need to give the test a chance and work out the bugs.”  “We realize the test is too long, so we are going to shorten it a bit.”  “We really can’t have parents opting out.  Can we trust you to look out for the kids and not vote for an override of the veto?”

I find it very interesting the DOE feels legislators need to know this information BEFORE parents.  The DOE is getting very desperate these days and their nervousness is beginning to show.  They are no longer operating under the arrogance we have known in the past.  They are scared.  They know most of them, at least the higher-ups, will be gone come January 2017.  They truly felt Delaware was unique and would survive the storms going on across the country.  They didn’t count on parents and teachers rising up as much as we have, and the domino effect this has caused.  They thought they were protected and untouchable, but now they know the game is over.  How long have they had the results?

Meanwhile, Governor Markell seems to think the veto override won’t even make it to the table!  I’m guessing he really thinks he owns the General Assembly and they will do whatever he tells them to do.  We know this is true with some of them, but I wouldn’t count them out Jack!  You also didn’t think House Bill 50 would ever pass the House or the Senate.  It must have been embarrassing to see your biggest education initiative railroaded in a bi-partisan show of support for parents.  But I’m sure you’re right Governor.  I’m sure they will ignore thousands of constituents during an election year and do whatever the lame duck demands they do.

For the schools that gave parents a rough time over opt-out: how does it feel knowing the DOE is sitting on the data that caused so much grief in your schools the past year?  They already have the results and they aren’t sharing it.  They need to spin it first, so when they do give them to you, they already have their scripted responses for all of you and the media.

To the legislators of Delaware: Don’t buy their spin.  Remember the reasons why you voted yes for House Bill 50.  Carry that with you over the next five months.  The DOE is trying to clean up the mess they created by causing havoc and chaos in the schools of Delaware.  They will use you.  They want your voice to soften the blow.  You were not elected to be Governor Jack Markell’s servant.  You were elected by the people in your district to serve them, to look out for their best interests.  Not Jack’s.  For those who voted no on the opt-out bill, was it worth it in the end?  Do you trust the Governor that much to think he can truly deliver on what he promised you?  He used all of you to further HIS agendas, not yours.  When he leaves in January 2017, he won’t give any of you a second thought…

For the parents: was any of this worth it?  Our state Department of Education has the results of a standardized assessment your children took months ago and they are not giving them to you.  This is a slap in the face.  You won’t even know until your child is back in school for a few weeks.  I will tell all of you again, this test does not matter.  When you get the fancy letter in the mail from the DOE, with all their fancy graphs and growth trends, and all the pretty colors, take it for what it is: a gigantic waste of time when your child could have actually been learning instead of being a guinea pig for the DOE and their corporate buddies.  Remember the millions upon millions of dollars that were taken out of your child’s classroom so the DOE could unleash this test.  Remember this and say never again.  This year, Refuse The Test.  On the very first day of school.  If the DOE can’t give you the respect YOU deserve so they can put a Band-Aid on a gushing flesh wound, than they don’t deserve to receive more data at your child’s great expense.

*Since the College Board is aligning the SAT to Common Core, there is no need for high school juniors to take the Smarter Balanced Assessment.  They essentially already are…

Urgent! Funds Needed For DOE FOIA On Smarter Balanced & Vendor Contracts ASAP!

Exceptional Delaware needs your help, and it needs it yesterday!  Back in March I submitted a Freedom of Information Act request to the Delaware Department of Education for the Smarter Balanced Assessment Consortium (SBAC), American Institutes for Research (AIR), and Data Recognition Corporation contracts and any emails sent from the DOE to these entities.  The DOE responded with an original $6,500 quote and then, to add “recently found” contracts, the estimate surged to over $8,500.  After filing a petition against the DOE with the Delaware Department of Justice, the DOJ responsed a few months later with an estimate of $1,725.10.  I started a GoFundMe donation to raise the costs for this FOIA and the costs associated with GoFundMe with a goal of $1,875.00.  To date, $775 has been raised, but we are still short of the goal by $1,100.

As the Smarter Balanced Assessment scores are slowly being released around the country, and cut stores are being changed, it is more imperative than ever that the people of Delaware see what this state paid for, any communications surrounding this, and how truthful the Delaware DOE and Governor Markell were with what they told the public and legislators when it became law in Delaware last year.

I will be submitting an initial check to the Delaware DOE next week to get the process going based on funds that have already been donated, but the request will not be completed until ALL funds are given to the DOE.  This is top priority folks because we need the truth, once and for all!

Kavips, I Have The Answer To Why We Don’t Have Smarter Balanced Results Yet

“The assessment program shall be designed and operated to provide the General Assembly, the Governor, the Secretary, the State Board of Education, educational administrators, teachers, parents and the public with timely and accurate information on student achievement and educational attainments.” -From Delaware Title 14, § 151 State assessment system; rules and regulations (a).

The Delaware blogger Kavips has been following other states that belong to the Smarter Balanced Assessment Consortium as they release the scores from their own Smarter Balanced tests.  To date, Delaware has not release their own.  Nobody in the public knew why…until now.

Apparently, states could pay extra money to have their scores released early.  Delaware Governor Jack Markell did not do this.  While some could say he is a financial hero, this is hardly the case.  This will end up costing Delaware much more, and this is why.  School districts and charters in other states who have this data can plan for the next year.  Delaware can not.  Because next year will already be here when the scores are released.

For a Governor who spends money on education like it just falls from trees, he sure is picky about test score information.  What was that part about House Bill 334 when it was approved by the 147th General Assembly and signed by Governor Markell last year?  Oh yeah…see above.  Timely scores are not being provided to students, parents, teachers and schools.  And this is a Governor people want to trust?  Who won’t pay to have our schools run the same as others in the country?  Wasn’t that the whole point of implementing the Common Core State Standards, so we could all be on the same level playing field as other states?  Silly me, it’s about the money.  It’s always been about the money.

Smarter Balanced Assessment Ammendment Approval Letters

The below two documents are approval letters from the US Department of Education for budgeted amendments of the Memorandum of Understanding with  the Smarter Balanced Assessment Consortium.  Money just keeps flowing into this endeavor!

Smarter Balanced Update: No Scores Until After Labor Day! Are Charters Getting A Chance To Have Better Scores? #REFUSETHETESTDELAWARE

At the Delaware State Board of Education meeting last week, Dr. Penny Schwinn and Carolyn Lazar gave a presentation on preliminary Smarter Balanced Assessment participation numbers.  The blogger Kavips, based on the same report presented to the State Board that I published a couple weeks earlier, compared the number of students taking the Smarter Balanced Assessment to the school profiles section of the DOE website.  Kavips found, within a margin of error, that approximately 15% of Delaware juniors opted out of the Smarter Balanced Assessment.  However, Schwinn and Lazar explained this data only shows when the Smarter Balanced window was launched, meaning when the test actually started.  For all grades, with the exception of 11th grade, this was pulled at the end of the testing window.  For juniors, this was pulled in April, when many juniors were just beginning the test.  No explanation was given for why it was pulled then and not at the end.

The State Board was very curious about the participation rates, more specifically, if the 95% participation rates went below.  Both Schwinn and Lazar said it was too early to be able to accurately say if any subgroup went below the “required” participation rate.  Subgroups can be minorities, special needs students, early English learners, low-income, particular grades, and whatnot.

American Institutes for Research, the vendor for SBAC, has what is called the TIDE (Test Information Database Engine) database and according to Lazar this holds a “variety of student information” but didn’t go into details about what kind of data is stored there.  The purpose is to help define accommodations for individual students quicker so there aren’t as many technical issues, which was a huge problem last year.

Schwinn and Lazar went over the survey data given to assessment coordinators and testing administrators in each district, and they heard back from over 300 teachers.  Only 28% said they had no technical issues.  When asked if the other 72% came from particular districts, Schwinn and Lazar said they had not broken down that data yet but they will.

In terms of when the scores will be released, Schwinn said she anticipates all data to come back by Labor Day.  Schools and districts will receive their information before statewide results are released, which will occur at the September 17th State Board of Education meeting.  The reason for the delay on the scores is due to many SBAC states having a huge number of pen to paper parts of the assessment to score.

One thing that didn’t catch my attention before, but does now is when schools are starting the assessment.  Most local school districts started the assessment in March, but many charters didn’t start until late April or May.  I am basing this on the number of parents who emailed me or sent Facebook messages to me concerning opt-out, as well as many charter school board minutes I read where they talk about the Smarter Balanced Assessment testing.  Does this give charters a leg up on information that appears on the assessment?  Not to go all “conspiracy theory” here, but I’ve always predicted charters will somehow do “better” on these assessments than the local school districts.  This is just a theory, but definitely something to watch for…

In terms of next year’s testing window, the below “draft” was released by the DOE  office of assessment.  This does not give a schedule for each school or district’s exact testing window but rather the statewide schedule.  Board member Pat Heffernan did express a desire to see this window narrowed but understands there are issues of bandwidth and technical issues.

House Bill 50 2nd Vote In Legislative Hall Happening NOW!!!! House Bill 50 DEAD!

The Delaware House of Representatives have been in meetings since 2:40pm.  I am not there, but a friend and Delaware PTA member is there.  The room is filling up, and the legislators are walking in.  I am waiting for the audio to come up on http://legis.delaware.gov website…

I’m hearing the House Republicans want to add an amendment to get rid of Senator Bryan Townsend’s Senate Amendment #2, allowing high school juniors to opt-out of the state assessment.

They have covered items #1, 2, 4 & 5 on the agenda and skipped right over House Bill 50…

House Bill 148 passed the House so if Markell signs this bill, the Wilmington Education Improvement Commission will be created.  I have no doubt Markell will sign this bill…

Not sure if they received it, but I just emailed the House reps not to add another amendment to remove another amendment.  Based on DOE belief, the whole point of all this standardized testing is to improve our PISA scores.  If the last grade they take this is 10th grade, what’s the point of stopping juniors from opting out? Thanks to you-know-who for this very quick info!

HB50 is now up!  Jeff Spiegelman is offering an amendment!  Jeff, don’t do it!  The amendment is being read by Pete Schwartzkopf.  It’s being read now. “House Amendment #2 strips the bill of Senate Amendment #2”.  “I’m not sure it’s appropriate for a minor to opt themselves out if it is against the wishes of the parent.” “I’m not sure if that’s the route the state wants to go out with this test.”  Kowalko is talking: “This bill still allows a parent the rights to opt-out.”  “If this bill goes back to the Senate, it’s dead.”  Right on Kowalko!

They are voting on the amendment.  Far too many yes votes right now… Not looking good…lots of no votes at the end.  No votes changing their minds.  18 Yes, 21 No!  Amendment is dead!

Mike Ramone is railing against Kowalko over the amendment.  “It is unacceptable and rude.”  “It is irresponsible.”  Wants them to put the bill back how it was and get it going again in January.  Jaques is going back to the Senate Amendment #1.  “Does that mean no child will be tested in our schools?”  Jaques, you colluded with Sokola on all of this.  You are just as guilty of that amendment and you are trying to kill the bill.
