2019 September 30th Numbers Show Special Education Is Up But Another Key Demographic Is Decreasing

The Delaware Department of Education released the 2019 September 30th Unit Count report earlier this month.  Special education numbers are rising each year.  This is now the 6th year I’ve written about this report.  This covers everything: special education, demographics of each district and charter school, and enrollment trends in Delaware’s public education.  One of the demographics in Delaware public schools is actually decreasing which came off as shocking to myself.

This year showed significant drops across the board in low-income populations for all of Delaware’s schools.  I reached out to Alison May, the Public Information Officer for the Delaware Department of Education.  I was curious if the drop was due to a change in how low-income status is formulated.  She informed me there has been no change in the low-income formula since 2014.  As a state, the low-income number dropped from 35.1% last year to 31.46% this year.  While that may not seem huge, that is more students that aren’t as hungry as they once were.  The exact reason for this may not be readily available but if I had to guess it would be due to a stronger economy in Delaware.  Of course, if I had my way, that number would be 0%.

In terms of traditional school districts vs. charter schools, both saw an increase in numbers.  Over five years, there have been almost 6,000 more students attending Delaware’s public schools.  Out of Delaware’s public school population, over 20% of those students attend either Red Clay Consolidated or Christina.  Appoquinimink will see over 12,000 students if the same trends continue in the next year or two.  Other districts with over 10,000 students include Brandywine and Indian River with Colonial very close to that mark.  Over the past five years, Indian River has seen an increase of 1,100 students.  Other “rising” districts include Caesar Rodney (+ 500 students over five years), Cape Henlopen (+800), Laurel (+500), and Smyrna (+600).  Red Clay saw it’s first increase in four years following years of modest declines.  Christina saw it’s enrollment in a sharp decline.  The district has lost 2,222 students over the past five years.

English Language learners continue to show increases in Delaware schools.  With extra money coming from “Opportunity Funding” you better believe more schools will identify these students.  Hispanic/Latino populations are going up modestly over the past five years as well!

Overall, special education is up in Delaware.  Even several charter schools are identifying more students as needing an Individualized Education Program.  There are still a handful of charters that seem like they don’t want ANY special education students.  I’m talking to you Charter School of Wilmington and Delaware Military Academy.  You can’t say that military charter schools are too tough for students with disabilities because First State Military Academy has 15% of their population as special education.  In the “you are slowly doing better but don’t tell me you aren’t cherry-picking” charters with low spec ed percentages are Newark Charter School, MOT, Odyssey, Providence Creek and Sussex Academy.

This is a labor of love for me each year.  I’m a numbers guy and I like seeing all the comparisons in one place.  The Delaware Department of Education does not provide this on their website but many people find it much easier to read this way.  While this article does not include each school in traditional school districts, parents can find that information by reading the actual report linked below.
