Breaking News: Delaware School District Consolidation Task Force Final Report Released Today

Delaware State Representative and Chair of the Delaware School District Consolidation Task Force Earl Jaques released the final report of the school district consolidation task force today.  The report, seen below, does NOT recommend consolidating school districts based on “findings” that it would not save a substantial amount of money.  It does, however, give recommendations regarding shared services among school districts.  This report, in my opinion, is missing a TON of information!

Charter Schools were not included in this based on an amendment for House Concurrent Resolution #39, which created the task force.  Another amendment stated the Delaware Charter Schools Network could not be involved.  Which is puzzling because Kendall Massett, who leads DCSN, shows up as an additional member added on when the sub-committee members became full members of the task force.  With voting privileges I may add!  But I digress…

Nowhere in this report is Jaques’ oddball comment at the 2nd to last full task force meeting about an idea “floating” to have the State Board of Education get the authority to vote on state takeover or forced consolidation of “failing” school districts.  He did say at the last meeting, when I asked him about this, that would not appear in the final report.  Sounds like Jaques’ will have more discussion about that brainfart of an idea, but he may have let the cat out of the bag too early on that one!  We shall see…

The full report is a mixed bag.  It gives all the recommendations of the sub-committees but it doesn’t show final votes on those recommendations.  Most of the report is about prior task forces of this sort and over 80 pages is devoted to the task force on educational technology released two years ago.  Even though members of the current task force requested the Special Education Strategic Plan be included in the final report, which is even notated in the final report, it was not included.  It is missing a lot of information presented at various meetings.  No minutes are included from ANY meeting.  This report is severely lacking and does not give a lot of weight to actual conversations that took place.
