Delaware State Board Gives Up Power To Secretary Godowsky With Regulation 1595

Regulation 1595

I’m still trying to wrap my head around this one.  In a perfect world, both the Delaware Secretary of Education and the State Board of Education would be elected officials.  As it is, we have our school punishing, teacher bashing, reform loving, and parent disrespecter Governor Jack Markell picking all his top education posts.  But when I saw Regulation 1595 on the agenda for the State Board of Education, I was somewhat shocked.

I would love to know what folks think of this regulation and how the State Board is giving up authority over leader certification programs.  I wonder if any well-known and controversial teacher companies may have contributed to this…

But wait, it’s not over yet. I have never seen the below document attached to any regulations…

I think a requirement for all administrative positions should be to take and get a  ranking of “highly proficient” on the Smarter Balanced Assessments, since there is mention of a Standards Board.  (lol)  Whose idea was Regulation 1595 and why is the State Board so willing to give up some power?   2. Kevin – if I am not mistaken, this was one of the recommendations from the Blueprint I worked on with UofD Center for Disability studies. One of the main concerns was that the State Board wasn’t qualified to be making the determinations. The standards board – if I remember correctly consists of Vince Winterling from DAP and other highly qualified spec ed folks. Please let me know if that has changed. There were also suppose to be parent advocates added to the standards board like Bill Doolittle. Check me on this though. Its been a couple of years!
