  1. Sounds like a separate and not equal policy to me! I believe we need to grow our capacity to educate a larger spectrum of students, not narrow it. We have countless federal and state laws protecting students, but we have few laws regarding informing parents and guarding’s of those rights. We need a much higher level of accountability at the school and district level in regards to access of services. If there is no access to those services the district is already required to pay for a private alterative.
