It talked about an RFP, which is an overview of what prospective vendors can look at to determine if they want to bid on the project. I have located the RFP on the state contract page. How will they determine whether the model is valid and reliable? Where is the stipulation that the model must be proven effective for the intended use?
Oh, wait. If they required that, no one would be able to give them a proposal because no such thing exists. Right. I almost forgot.
